A NOTAM CHANGING THE MISSED APCH PROC FOR OAK RWY 27R WAS ISSUED BUT NOT AVAILABLE IN THE FSS DATABASE.

Narrative

ON FEB/WED/05 AT ABOUT XA00; I WAS ON-LINE WITH INTERNET WX SVC GETTING A BRIEFING FOR AN IFR FLT FROM DVO (GNOSS FIELD; NOVATO) TO OAK (OAKLAND METRO; CA). THE BRIEFING HAD THE FOLLOWING NOTAM: FDC 4/4960. OAK ILS RWY 27R AMD 34. MISSED APCH PROC; CLB TO 600 FT; THEN CLBING L TURN VIA HDG 260 DEGS AND THE SAUSALITO VOR R110 DEG RADIAL AND HOLD; HOLD NE; R 215 DEGS INBOUND. THE PUBLISHED MISSED APCH FOR THE OAK RWY 27R ILS IS AS FOLLOWS: CLB TO 500 FT; THEN CLBING R TURN TO 3100 FT OUTBOUND VIA OAK VOR R313 DEG RADIAL TO PEERE INTXN/D9.1 OAK AND HOLD. AFTER MY WX BRIEF; I CALLED OAK FSS FOR A STANDARD BRIEF AS THIS IS MY SOP. I ASKED THE BRIEFER ABOUT THE NOTAM TO CONFIRM ITS STATUS AS THE NOTAM IS A SIGNIFICANT CHANGE IN THE MISSED APCH PROC. THE BRIEFER WAS NOT AWARE OF THE NOTAM AND IT WAS NOT IN HIS DATABASE. THE BRIEFER WAS GREAT ABOUT HELPING ME WITH THE NOTAM; AND HE SEEMED VERY CONCERNED ABOUT WHY THE NOTAM WAS NOT IN HIS DATABASE. OUR QUESTION WAS NOW; IF I HAD TO GO MISSED APCH; WHICH PROC WOULD I FOLLOW; WE DIDN'T KNOW YET. THE BRIEFER FINALLY CALLED THE OAKLAND CTL TWR. THEY SAID THE NOTAM WAS THE NEW CORRECT PROC. WHY A NOTAM OF SUCH SIGNIFICANCE DIDN'T MAKE IT INTO THE FSS DATABASE IS A HUGE QUESTION OF SAFETY AND CREDIBILITY TO THE NOTAM SYS.
