A HAWKER 125-800 ON TKOF AT V1 SPD; REJECTED TKOF DUE TO AN ELEVATOR RESTRICTION THAT WAS CAUSED BY AN UNSECURED UNDER-SEAT FLOOR PANEL.

Narrative

ON THE MORNING OF FEB/SUN/05; ACFT WAS FLOWN FROM ZZZ TO ZZZ1. NO PROB. PREFLT; ALL CTLS WERE CHKED AND FREE. DURING TAXI ALL FLT CTLS CHKED FREE. DURING TKOF WHEN I CALLED V1 PLT FLYING NOTICED A RESTRICTION IN ELEVATOR AND CALLED FOR AN ABORT. THE ACFT WAS STOPPED SAFELY. WE CLRED THE RWY AND ADVISED TWR OF ABORT. ON TAXI BACK; WE COULD HEAR A NOISE BELOW THE CAPT'S SEAT. WE HAD A LICENSED MECHANIC INSPECT ACFT. HE FOUND AND REPAIRED THE PROB. WE TEST FLEW THE ACFT. RETURN FLT ZZZ1-ZZZ. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR IN THE L SEAT WAS CHKING OUT THE CAPT IN THE R SEAT AND CALLED OUT V1 SPD. AFTER A FEW SECONDS; THE PLT FLYING IN THE R SEAT SAID THE ELEVATOR TRAVEL WAS RESTRICTED AND TO ABORT TKOF. THE REJECTED TKOF WAS DONE SAFELY AND THE RWY CLRED. THE RPTR STATED THAT HAD THIS INCIDENT OCCURRED ON THE FIRST FLT OF THE DAY IT WOULD HAVE BEEN A SERIOUS PROB AS THE RWY WAS SHORT. THE FINDINGS ON THE ELEVATOR RESTRICTION WAS A FLOOR PANEL UNDER THE L SEAT THAT WAS UNSECURED AND DROPPED INTO THE HOLE; JAMMING THE ELEVATOR BOB WEIGHT. THE SCREWS THAT WERE TO SECURE THE PANEL WERE NEVER INSTALLED.
