Narrative
FLT WAS A PART 135 IFR FLT WITH A CREW OF 2 AND 2 PAX FROM ACK TO HPN. THE WX AT HPN WAS RPTED TO BE WINDS 090 DEGS AT 12 KTS GUSTING TO 19 KTS; 3/4 MI VISIBILITY; -S BROKEN; CEILING W300. TEMP/DEW POINT 00/01 DEGS C; ALTIMETER 29.86; ILS RWY 16 IN USE. BRAKING ACTION ADVISORIES WERE IN EFFECT; BUT NO BRAKING ACTION RPTS WERE GIVEN ON THE ATIS. LNDG PERFORMANCE FIGURES WERE CALCULATED FOR SLOPE AND WET RWY AND WERE DETERMINED TO BE WITHIN THE RWY REQUIREMENTS. THIS ACFT IS EQUIPPED WITH THRUST REVERSERS; BUT THEY WERE INOP AND MEL'ED IN ACCORDANCE WITH MAINT PROCS. THE SURFACES WERE RPTED TO BE COVERED WITH LIGHT SNOW. THE PRIOR ARRIVING ACFT RPTED THE BRAKING ACTION AS POOR. THE RPTED RVR WAS 5000 FT AND THE RWY WAS IN SIGHT A LITTLE MORE THAN A MI OUT. THE APCH AND LNDG WERE NORMAL AND AT TOUCHDOWN MAX BRAKING WAS APPLIED AND CONTINUED THROUGHOUT THE ROLLOUT. THE ACFT EXITED THE END OF THE RWY INTO A GRASSY/MUDDY AREA APPROX 100-150 FT FROM THE DEP END OF THE RWY. THE NOSE GEAR COLLAPSED. THERE WERE NO INJURIES. THE CREW AND PAX DEPARTED THE ACFT WITHOUT INCIDENT AND THE EMER EQUIP ARRIVED SHORTLY THEREAFTER. POSSIBLE CONTRIBUTING FACTORS WERE: RAPIDLY CHANGING CONDITIONS; NIL BRAKING CONDITIONS; ANTI-SKID CYCLING COULD NOT BE FELT THROUGHOUT THE ROLLOUT; SPD BRAKES MAY NOT HAVE BEEN DEPLOYED; DUTY DAY WAS AT 11 1/2 HRS.
