BE33 PLT ON SHORT FINAL AT EGE EXPERIENCED NMAC WITH CESSNA THAT WAS NOT IN CONTACT WITH ATC.

Narrative

DAY VFR TRIP TO EGE. IN RANGE OF EGE TWR; IN CONTACT WITH ASPEN APCH (WAS ASSIGNED XPONDER CODE). HAD LISTENED TO EGE ASOS. INBOUND AND DSNDING OVER COTTONWOOD PASS; CANCELED FLT FOLLOWING; SWITCHED TO EGE TWR; SQUAWKED 1200. EGE TWR RESPONDED AND REQUESTED THAT I RPT MIDFIELD L DOWNWIND FOR RWY 25. DSNDED TO 8000 FT (PATTERN ALT); AND WHEN AT MIDFIELD ON A L DOWNWIND; CALLED TWR. CLRED TO LAND ON RWY 25. THEN; SOMETHING I HOPED I'D NEVER EVER SEE -- A WHITE FLASH BELOW ME -- A CESSNA DIRECTLY BELOW ME BY 10-20 FT AND ABOUT 30 FT AHEAD OF ME JUST TOUCHING DOWN. YANKED TO THE R (THE OLD RWY AND AN OPEN AREA IS THAT DIRECTION); FLOATED OVER THE GRASS TO THE R OF THE RWY; AS I FIREWALLED EVERYTHING AS I WAS PARALLELING THE GUY LNDG. I COULD SEE HOW MANY ANTENNAS HE HAD ON THE TOP; THE KIND OF GAS CAP HE HAD; AND CLRLY READ HIS TAIL NUMBER. IN MY EXCITEMENT AND SHEER TERROR AT THE EXTREME DANGER OF THE VERY; VERY CLOSE NEAR MISS; I XMITTED TO THE TWR; 'HOLY $%&# TWR! ARE YOU TALKING TO THE CESSNA? HE IS ON THE RWY -- ACFT X GOING AROUND!' TWR EMPHATICALLY ASKED; 'AIRPLANE ON RWY -- EAGLE TWR; AIRPLANE ON TXWY A -- EAGLE TWR; AIRPLANE AT RAMP -- EAGLE TWR.' I REQUESTED THAT THE TWR STOP THIS GUY AND FIND OUT WHO AND WHAT HAD HAPPENED. THE PLT OF THE CESSNA SAID THAT HE DID NOT HAVE CURRENT CHARTS; AND DID NOT CHK PRIOR TO FLT FOR THE CORRECT FREQ. HE SAID HE WAS XMITTING ON SOME FREQ HE USED SEVERAL YRS AGO BUT RECEIVED NO RESPONSE. HOWEVER; HE THEN SAID HE DECIDED TO LAND ANYWAY. IN CLOSING; IT SEEMS THAT 1 OR 2 SECONDS DIFFERENCE EITHER WAY WOULD HAVE MOST LIKELY RESULTED IN ME; THE HIGHER AND FASTER AIRPLANE; COLLIDING INTO THE SLOWER AND LOWER CESSNA. BASICALLY; THIS OTHER PLT'S VIOLATION OF MULTIPLE FARS AND HIS SIMPLE IRRESPONSIBILITY WOULD HAVE KILLED MY WHOLE FAMILY. SUPPLEMENTAL INFO FROM ACN 653614: LANDED ON OLD TWR FREQ AFTER NO REPLY. THOUGH TWR WAS SHUT DOWN. FBO STILL HAD OLD FREQ ON CARDS AT DESK.
