Synopsis

A LEAR 24 PLT RPTS LNDG ON EWR TXWY P FOLLOWING A SIDESTEP MANEUVER WITH RWY APCH LIGHTS OFF AND ACFT ILS NOT RETUNED FOR RWY 22R.

Narrative

DURING THE APCH PHASE AT EWR; WE WERE INBOUND ON THE ILS FOR RWY 22L WITH THE RWY IN SIGHT. AT ABOUT A 7 MI FINAL; THE TWR GAVE US THE OPTION TO SIDESTEP TO RWY 22R. WE ACCEPTED DUE TO THE FACT THAT IT WOULD MAKE FOR A SHORTER TAXI TO OUR FBO. AT ABOUT A 5 MI FINAL; I BEGAN TO SIDESTEP TO THE R AND LINE UP ON WHAT I THOUGHT TO BE THE RWY. WE WERE CLRED TO LAND AND PROCEEDED INBOUND. DURING THE LNDG ROLLOUT; THE FO AND I REALIZED WE HAD IN FACT LANDED ON THE PARALLEL TXWY P. WE THEN TAXIED TO THE FBO. THE EVENT WAS WITHOUT INCIDENT AND TOTALLY UNEVENTFUL. AFTER THE FACT; MY FO AND I REALIZED THAT WE NEVER PICKED UP RWY 22R VISUALLY AND BELIEVED THE TXWY TO BE THE RWY AFTER THE SIDESTEP PROC. CONTRIBUTING FACTORS WERE THAT THE RWY WAS THE ACTIVE DEPARTING RWY AT THE TIME; THEREFORE; THE LIGHTS WERE ON LOW INTENSITY WITH NO APCH LIGHTS OPERATING AS WELL. SINCE WE WERE USING THE ILS FOR RWY 22L INITIALLY WITH NO INTENTION OF LNDG ON THE R; WE DIDN'T HAVE AN APCH SET UP FOR RWY 22R TO USE AS A BACKUP. ANOTHER FACTOR WAS THE OVERALL LAYOUT OF EWR. WITH LONG; WIDE; PARALLEL RWYS AND TXWYS; IT WAS EASY TO MISTAKE THE TXWY DURING A LAST MIN SIDESTEP PROC. OVERALL; MY FO AND I ACCEPT FULL RESPONSIBILITY AND REALIZE WE MADE AN HONEST MISTAKE.
