Narrative

FUNCTIONING AS ARR DATA AND HAVING CHARGE OF THE WATCH (CIC); I ISSUED DEP CLRNC TO ACFT X OFF OF PITTSFIELD (PSF) TO MAINTAIN 4000 FT DIRECT CANAN INTXN; DIRECT CTR; FPR. IFR RELEASE WAS ISSUED TO ACFT X WITH A VOID TIME OF 5 MINS. ACFT X CHKED ON WITH E FEEDER (RADAR) AND WAS RADAR IDENTED; CLBED TO 10000 FT; AND GIVEN DIRECT CTR. THE PLT ACKNOWLEDGED CORRECTLY. THE RADAR CTLR REQUESTED THAT I ACCOMPLISH A POINTOUT TO BRADLEY APCH (BDL). DUE TO A SLIGHT DELAY IN COORD (NO ANSWER ON BDL LINE); AS A PREVENTIVE MEASURE THE RADAR CTLR ISSUED A 240 DEG VECTOR TO ACFT X FOR CLB. CLB TO 10000 FT WAS REITERATED AND PLT ACKNOWLEDGED WITH CORRECT ALT ASSIGNMENT. THE BDL POINTOUT WAS ACCOMPLISHED AND ACFT X WAS THEN ISSUED DIRECT CTR; MAINTAIN 10000 FT. ACFT X WAS FREQ CHANGED TO ZBW. MINS LATER; ZBW CALLED AND SAID ACFT X CLBED TO 11000 FT AND WANTED TO KNOW IF WE HAD ISSUED THAT. WE RESPONDED THAT HE WAS ISSUED 10000 FT. ARTCC WOULD FILE AGAINST THE PLT. UPON CHKING OUR TAPES; WE FOUND THAT OUT OF 3 TIMES THAT PLT ACKNOWLEDGED ALT ASSIGNMENT; HE READ BACK 11000 FT ONE TIME. WE DID NOT CATCH IT AND WE ARE CHARGED WITH THE INCIDENT. 2 SUPVRS ON DUTY; BUT 'IN A MEETING' DURING HVY TFC AND SHORT STAFFING.
