SUMMARY: ALT/AIRSPD DEVIATIONS ON TEB 5 DEP DUE TO DISTRACTION; CREW ERROR ON INTERPRETING SID. EVENT: ASSIGNED TEB 5 SID AS USUAL (PIC AND SIC HAVE BEEN INTO AND OUT OF TEB MANY TIMES). THOROUGHLY BRIEFED SIC (FO SECOND IN COMMAND) ON SID DURING PREFLT BRIEFING AND AGAIN ON SAFETY BRIEFING. BOTH PLTS CONCURRED ON PLAN AND CHART ALTS; TURNS. REVIEWED FAA AND COMPANY MEMOS ABOUT PLETHORA OF RECENT DEVIATIONS ON THIS PROC. PIC FLYING. AFTER TKOF AND CLB RWY HDG TO 1300 FT; BEGINNING LEVELOFF AT 1500 FT AND TURN TO 280 DEGS; SIC RESET ALT ALERTER TO 2000 FT! COMMAND BARS DUTIFULLY COMMANDED CONTINUED CLB TO 2000 FT. CAUGHT ERROR AT 1640 FT AND ORDERED SIC TO RESET 1500 FT. SCAN SUFFERED WITH DISTR AND FIXATION ON ALT ERROR; AIRSPD ACCELERATED TO 230 KTS (VERSUS 200 KTS MAX ALLOWED BELOW CLASS B FLOOR) TEMPORARILY FOR 10 SECS. THANKFULLY LOOKED BEYOND FAULTY COMMAND BAR PICTURE TO RAW DATA AND CAUGHT ALT EXCURSION AT 1640 FT. SIC COMPOUNDED ERROR BY SWITCH FROM TEB TWR TO NY DEP WITH 'NXXXAB; CLBING TO 2000 FT;' GIVING CLR NOTICE TO ALL ON FREQ HE DIDN'T UNDERSTAND SID. I SHOULD HAVE KEYED MIC AND STATED; 'NXXXAB MAINTAINING 1500;' BUT FOR SOME REASON DID NOT. NO LOSS OF SEPARATION (TO MY BEST KNOWLEDGE). NY DEP JUST EMPHATICALLY STATED; 'I NEED YOU AT 1500 FT.' CONTINUED FLT. DISCUSSED ERROR; SIC ADMITTED ERROR AND APOLOGIZED. CONTRIBUTING FACTORS: 1) FATIGUE: THIS WAS LEG 6 OF 6 FOR THE DAY. 2) COMMUNICATION/LANGUAGE: ENGLISH IS THE SIC'S SECOND LANGUAGE. HE SPEAKS ANOTHER LANGUAGE AT HOME. I OFTEN HAVE TO REPEAT THINGS TO CLARIFY MEANING; AND I BELIEVE HE PROCESSES EVERYTHING COGNITIVELY IN ANOTHER LANGUAGE FIRST THEN TRANSLATES OR REPROCESSES IN ENGLISH WHEN TALKING WITH ENGLISH SPEAKERS. SUGGESTION: CLARIFY SID BY SPECIFICALLY STATING FOR DEPS RWY 24 TEB; 'RWY HDG TO 1500 FT THEN SIMULTANEOUSLY TURN R 280 DEGS AND LEVELOFF 1500 FT TO 4.5 DME (TEB VOR) THEN 2000 FT.' REINFORCES REQUIREMENT OF 2 ACTIONS.
