A FALCON 20 CREW RPTS THAT ATC QUESTIONED WHETHER THEY HAD STARTED THE TURN TO 280 DEGS AT 4.5 DME. THEY WERE TURNING SLOWLY.
Narrative
WE WERE CLRED FOR DEP AND ASSIGNED THE TEB 5 DEP SID. DEPARTED TEB USING RWY 24 (RWY 19 DALTON DEP WAS UNAVAILABLE BECAUSE RWY 19 WAS CLOSED AND RWY 24 IS NOTED AS THE MOST NOISE SENSITIVE RWY AT THE ARPT. 'TEB ARPT MINIMUM SOUND TRACKS' JUN 17; 1994.) THE TEB 5 SID REQUIRES A LEVEL OFF AT 1500 FT; THEN A TURN WBND (HDG 280 DEGS) AND MAINTAIN THE 1500 FT UNTIL PASSING THE 4.5 DME (TEB) BEFORE CLBING TO 2000 FT. WHILE BEGINNING THE LEVEL OFF AT 1500 FT; A R TURN WAS IMMEDIATELY STARTED USING THE FLT DIRECTOR COMMANDED BANK ANGLE (APPROX A 22 DEG BANK). WHEN PASSING THROUGH 270 DEGS AND ROLLING OUT OF THE TURN; DEP SAID THAT WE WERE SUPPOSED TO HAVE TURNED AT 1500 FT TO A HDG OF 280 DEGS. OUR REPLY WAS THAT WE WERE ESTABLISHED ON A 280 DEG HDG AND THAT WE HAD INITIATED THE TURN BEFORE HE HAD CALLED. WE WERE STILL LESS THAT 4.5 DME FROM TEB; AT WHICH TIME A CLB TO 2000 FT COULD BE INITIATED. BEFORE REACHING 4.5 DME WE WERE ISSUED A HIGHER ALT CLB BY THE DEP CTLR. IT IS ESTIMATED THAT FROM THE TIME THE ACFT REACHED 1500 FT UNTIL THE HDG OF 280 DEGS WAS ESTABLISHED WAS BETWEEN 10 AND 15 SECONDS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT ATC WAS VERBALLY IRATE WITH HIM. THE REASON WAS HIS LATE INITIATION OF THE TURN MOST PROBABLY CAUSED BY A SLOW RATE OF CLB OUT OF 1000 FT FOR PAX COMFORT. ACCORDING TO HIS GRAPHIC; THE 500 FT INTERVAL TOOK 17 SECONDS WHICH WOULD HAVE BEEN ABOUT 2-3 MI. THERE WAS ALSO A JET THAT ATC WANTED TO DSND BUT COULDN'T UNTIL HE HAD TURNED. HIS TURN DELAY THEREFORE KEPT THE JET ON APCH TO EWR HIGH.
