Synopsis

A319 FLT CREW EXECUTED GAR BECAUSE OF ALT EXCESSIVE SPD AND THEN EXPERIENCED CONFLICT WITH UNRPTED TFC.

Narrative

DUE TO UNEXPECTED 15 KT TAILWIND ON APCH ALONG WITH APCH CTLR REQUESTING A HIGHER THAN NORMALLY EXPECTED APCH SPD; THE COCKPIT CREW ELECTED TO EXECUTE A MISSED APCH AT 1000 FT AFE (6400 FT MSL) DUE TO UNSTABILIZED APCH NOT MEETING CRITERIA. TWR ISSUED INSTRUCTIONS TO 'TURN R HDG 090 DEGS; AND MAINTAIN 9000 FT.' WHILE IN TURN AND CLBING THROUGH 7000 FT; WE RECEIVED TCAS TA FOLLOWED IMMEDIATELY BY AN RA 'MONITOR VERT SPD.' WE STOPPED THE CLB AT ALT OF APPROX 7500 FT MSL; AND NOTED TCAS SYMBOL SHOWING TARGET ACFT WITH A RELATIVE ALT OF +400 FT. AT THIS TIME; TWR CTLR ISSUED NEW INSTRUCTIONS TO US TO TURN L HDG 070 DEGS AND ALT 7000 FT. FO COMMENTED LATER THAT HE DID SEE THE TARGET ACFT -- A LIGHT SINGLE -- IN LEVEL FLT HEADING IN A NW DIRECTION. AN UNEVENTFUL LNDG WAS THEN MADE ON RWY 35R IN DEN. AFTER LNDG; THE FO MADE A PHONE CALL TO THE TWR CTLR (SPOKE TO SUPVR; I BELIEVE) AND WAS INFORMED THAT THE CTLR AT THE TIME OF THE INCIDENT WAS BEING TRAINED; AND THAT RADAR SHOWED THE CLOSEST POINT OF CONTACT BEING GREATER THAN 700 FT. WE WERE ALSO INFORMED THAT PLT OF TARGET ACFT WAS IN POSITIVE RADAR CTL AND RPTED HAVING US IN SIGHT.
