2 PCT CTLRS DESCRIBE OPERROR AT APPROX 5400 FT AS READBACK FAILURES AND POSSIBLE ACFT RADIO PROBS CONTRIBUTE.

Narrative

ACFT X DEPARTS JYO FILED OVER WOOLY AT 5000 FT. THE ACFT NEVER CHKED ON AFTER NOTICING AIRBORNE. AFTER SEVERAL ATTEMPTS; I FINALLY ESTABLISHED 2-WAY COMS WITH HIM. I FIRST HAD THE ACFT IDENT AND CLB TO 7000 FT EXPEDITIOUSLY. I THEN TURNED THE ACFT TO A 100 DEG HDG SHORTLY THEREAFTER; FOLLOWING COORD WITH THE CIC; I REISSUED 3000 FT AND A 090 DEG HDG; TO WHICH HE FAILED TO RESPOND. I THEN GAVE HIM A FREQ CHANGE TO 126.1 TO WHICH HE RESPONDED. SUPPLEMENTAL INFO FROM ACN 668759: IT WAS COORD FOR ME TO RECEIVE ACFT X AT 3000 FT ON A 90 DEG HDG. THE ACFT WAS ISSUED THIS BUT DID NOT READ IT BACK. THE ACFT CHKED IN LEAVING 3000 FT FOR 7000 FT; BUT I DID NOT HEAR HIM -- SECTOR WAS BUSY. HE CHKED IN AGAIN AND I ACKNOWLEDGED. I PLANNED TFC FOR THIS ACFT (WHO WAS LEAVING 4000 FT FOR WHAT I NOW EXPECTED TO BE 5000 FT; HIS FILED REQUESTED ALT) TO GO ON COURSE AT 5000 FT; UNDER MY TFC AT 6000 FT. I TURNED ACFT X N TO GET BEHIND TFC ALREADY AT 5000 FT. WHEN CLR; I TURNED ACFT X ON COURSE; STILL EXPECTING HIM TO LEVEL AT 5000 FT. HE CLBED TO 5400 FT. I CALLED TFC AND DSNDED HIM IMMEDIATELY TO 5000 FT; AS HE WAS NOW AN ISSUE FOR MY 6000 FT TFC. WHEN HE WAS CLR; I HANDED HIM TO THE NEXT SECTOR.
