AN EMB145 MAIN TIRE WAS REPLACED BUT RECEIVING INSPECTION WAS NOT ACCOMPLISHED. ACFT RETURNED TO GATE FOR TIRE AND WHEEL INSPECTION.
Narrative
I RECEIVED JOB FOR TIRE CHANGE ON #2 TIRE ON ACFT. I CHKED OUT TIRE AND EQUIP TO CHANGE TIRE FROM PARTS. I REVIEWED PAPERWORK AND THOUGHT EVERYTHING WAS IN ORDER. ME AND ANOTHER MECH WENT TO ACFT AND CHANGED TIRE IN ACCORDANCE WITH COMPANY MAINT WORK CARD #32-700-11. WE THEN CALLED THE ACFT A-1 AND TURNED IN PAPERWORK WE REALIZED THE TIRE AHD NOT BEEN RECEIVED. I CALLED THE TWR AND STOPPED THE ACFT FROM TAKING OFF. I THEN CONTACTED THE RECEIVING INSPECTOR AND HE/SHE VERIFIED THE PAPERWORK AND SIGNED THE RECEIVING INSPECTION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT RPTR AND RPTR'S PARTNER WENT TO STORES AND TOOK A SUPPOSEDLY SVCABLE TIRE AND WHEEL ASSEMBLY TO THE AIRPLANE AND REPLACED THE #2 MAIN TIRE AND WHEEL ASSEMBLY. ONLY WHEN FILING OUT THE PAPERWORK WAS IT DISCOVERED THE WHEEL AND TIRE ASSEMBLY DID NOT HAVE THE REQUIRED RECEIVING INSPECTION. THE AIRPLANE WAS STILL ON THE GND AND WAS CALLED BACK FOR THE INSPECTION. DEPARTED SHORTLY AFTER THE INSPECTION.
