ON AUG/XA/05 AT APPROX XA40Z; I WAS WORKING THE GND CTL E POS COMBINED WITH GND CTL W AT LAS ATCT. A KING AIR BE20 REQUESTED TAXI INSTRUCTIONS. I TOLD THE BE20 TO EXPECT RWY 25R; THAT BOTH RWY 19R AND RWY 19L WERE CLOSED TO TAXI VIA TXWY H TO TXWY S CROSS RWY 19R THEN TO TURN ON RWY 19L TO TXWY W. A SHORT TIME LATER; THE PLT OF THE KING AIR ASKED IF RWY 19R WAS REALLY CLOSED. I OBSERVED TFC (A B737) ON SHORT FINAL RWY 19R. I INSTRUCTED THE BE20 TO HOLD SHORT OF RWY 19R AND THEN ASKED THE OTHER CTLRS IF RWY 19R WAS CLOSED. I WAS TOLD NO. I THANKED THE PLT FOR ASKING AND INSTRUCTED HIM TO TAXI TO RWY 19R. I HAD NOT PROPERLY PRE-BRIEFED MYSELF; ALTHOUGH THE SIA WAS UPDATED CORRECTLY. WHEN THE RELIEVING CTLR BRIEFED; I UNDERSTOOD INCORRECTLY RWY STATUS. I UNDERSTOOD THAT HE WAS TAKING ALL ACFT TO RWY 25R FROM THE W SIDE OF THE ARPT. HE BRIEFED THAT (BECAUSE OF CONSTRUCTION) HE WAS TAXIING TO RWY 25R VIA TXWY S CROSS RWY 19R TURN DOWN RWY 19L VIA TXWY W; TXWY G; TXWY C TO THE RWY. THE FAA REQUIRES THAT I; AS A SUPVR; NEED 8 HRS A MONTH TO MAINTAIN CURRENCY. THAT SOMETIMES MAY ONLY BE A FEW MINS ON A GIVEN POS. AS LONG AS I GET A COMBINED TOTAL OF 8 HRS; I AM GOOD TO GO. I FEEL THAT I NEED MORE TIME SO I HAVE STARTED TO PUT EMPHASIS INTO POS TIME AND THAT I SHALL PRE-BRIEF PROPERLY BEFORE I STATE I AM READY TO ASSUME AN OPERATIONAL POS. I ALSO WILL MENTOR MY CREWS TO DO THE SAME THING. I AM TRULY GRATEFUL TO THE PLT WHO ASKED ME OF THE STATUS OF RWY 19R BEFORE HE CROSSED IN FRONT OF LNDG TFC.
