A PA60-700 PLT'S WINGTIP SUSTAINED MINOR DAMAGE WHEN HE DEVIATED FROM TXWY CTRLINE TO AVOID A VEHICLE PARKED NEAR THE TXWY IN LEX.

Narrative

I HAD AN IFR FLT PLAN ON FILE GOING FROM LEX TO LPR. THE DAY WAS VERY HOT (IN THE 90'S) AND I BECAME NAUSEATED FROM THE HEAT AND MY LUNCH. I DECIDED TO RETURN TO MY HANGAR AND SEE IF I COULD FEEL BETTER. ON THE TXWY THERE IS A CHAIN LINK SECURITY FENCE ON ONE SIDE (MY L WINGTIP SIDE) AND GRASS STRIPS AND HANGARS ON THE OTHER SIDE. I HAVE USED THIS TXWY (IN LEX) FOR 15+ YRS AND THIS WAS THE FIRST TIME SOMEONE HAD PARKED A VEHICLE ON THE GRASS STRIP UP AGAINST THE TXWY (OFF MY R WINGTIP). THE FENCE ON THE L SIDE TURNS A CORNER AT THIS POINT. IT APPEARED TO ME THAT THE VEHICLE WAS OCCUPIED BY A DRIVER WITH CHILDREN IN THE BACK. I WAS TAXIING VERY SLOWLY (APPROX 1 MPH) BUT IN TRYING TO AVOID THE CAR AND PAX OFF MY R WINGTIP; I GRAZED THE SECURITY FENCE ON MY L SIDE. I GOT OUT OF MY AIRPLANE AND ASSESSED THE SIT. LUCKILY; ONLY THE LENS WAS BROKEN (STROBE AND POS LIGHTS WERE INTACT AND FUNCTIONAL) AND THE HORN OR SHIELD WHICH KEEPS THE LIGHTS FROM FLASHING IN THE PLT'S EYES WAS NICKED. THERE WERE SOME COSMETIC SCRATCHES NEXT TO THE HORN (4 OR 5 INCHES LONG). THERE APPEARED TO BE NOTHING TO COMPROMISE THE AIRWORTHINESS OF THE ACFT. I FEEL THAT IF THE CAR HAD NOT BEEN PARKED SO CLOSE TO THE TXWY; I WOULD NEVER HAVE GRAZED THE FENCE ON MY L SIDE. I THINK NO PARKING SIGNS SHOULD BE ERECTED ON THESE GRASS STRIPS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE TALKED WITH AN ARPT AUTH AND THE NEARBY FBO ABOUT VEHICLE ACCESS TO THE AREA. HIS SUGGESTION ABOUT 'NO PARKING' SIGNS HAS BEEN PASSED ON.
