N90 CTLR EXPRESSED CONCERN REGARDING LACK OF BRIEFINGS AND THE USE OF NONSTANDARD PROCS FOR JFK TFC DURING ARPT CONSTRUCTION.
Narrative
DUE TO CONSTRUCTION AT JFK ARPT; THE CTLRS IN THE JFK AREA AT THE NEW YORK TRACON WERE ORDERED BY MGMNT TO WORK A NONSTANDARD PROC. THE RWY CONFIGN WAS; LAND RWY 4R AND TO DEPART RWY 31L. THE CTLRS HAVE HAD NO FORMAL TRAINING ON THIS AIRSPACE AND THE PROCS ASSOCIATED WITH THIS RWY CONFIGN. I MADE A SPECIFIC REQUEST FOR A WRITTEN DESCRIPTION OF MY AIRSPACE AND WAS TOLD THAT IT WOULD NOT BE PROVIDED. HISTORICALLY DUE TO THE COMPLEXITY OF THIS CONFIGN; THIS OP WAS USED ONLY ON A SHIFT WITH 1 CTLR OWNING ALL OF THE AIRSPACE AND ONLY UNDER LIGHT TFC CONDITIONS. THE SIT THAT MAKES THIS SET-UP UNSAFE; IS THAT ALL OF THE ARRS' AND DEPS' FLT PATHS WILL CROSS AT SOME POINT. DURING MY SHIFT; NUMEROUS ACFT DID NOT FLY THE DEP SID CORRECTLY. SOME OF THE ACFT TURNED WIDE OFF OF RWY 31L; OTHERS TURNED EARLY AND TO THE L DIRECTLY TOWARDS THE ARRIVING ACFT LNDG ON RWY 4R. THE SCARIEST AND MOST DANGEROUS DEV OCCURRED WHEN A HVY AIRBUS TURNED L OFF OF RWY 31L TOWARDS THE RWY 4R ARRS. THE ACFT HAD TO BE GIVEN AN IMMEDIATE TURN AND CLB BACK TO THE R. IT IS MY UNDERSTANDING THAT NONE OF THE PLTDEVS WERE INVESTIGATED. I DO NOT UNDERSTAND WHY I WAS NOT GIVEN A PROPER BRIEFING ALONG WITH MY CO-WORKERS ON WHAT AIRSPACE AND PROCS WERE BEING UTILIZED ON THIS RWY CONFIGN.
