I FLEW EUG VOR R-111 UNTIL I NEARLY REACHED THE D AIRSPACE AT EUG. CASCADE APCH ASKED ME TO CHANGE FREQ TO EUG TWR. PLT; 'EUGENE TWR; CESSNA X WOULD LIKE TO HAVE A TOUCH-AND-GO.' TWR; 'CESSNA X; RPT L DOWNWIND RWY 34R.' PLT; 'RPT L DOWNWIND RWY 34R; CESSNA X.' THEN I STARTED A 360 DEG TURN DSCNT. MY ALT WAS 5500 FT DSCNT TO 2000 FT; BEFORE ENTERING TO CLASS D AIRSPACE. WHILE I WAS CONTINUING MY DSCNT; TWR SAID; 'CESSNA X; FLT STRAIGHT AWAY.' PLT; 'CESSNA X; FLY STRAIGHT AWAY.' UNTIL MY ALT ON 2000 FT. I FLEW HDG TO THE ARPT; CONTINUING DSCNT TO TFC PATTERN ALT OF 1200 FT. WHEN I REACHED L DOWNWIND RWY 34R; I CALLED TWR. PLT; 'CESSNA Y ON L DOWNWIND RWY 34.' AFTER TOUCH-AND-GO ON RWY 34R; I CLBED TO 1000 FT. I MADE A SLIGHT TURN; R HDG 020 DEGS. THEN I STARTED LOOKING AT MY FLT PLAN. THE FINAL DEST COURSE (EUG TO HIO; FLT UBG VOR 350 DEG RADIAL). TWR; 'CESSNA X; TURN R.' PLT; 'CESSNA Y WOULD LIKE FLT BACK TO FINAL DEST ARPT HILLSBORO.' TWR; 'CESSNA X; ARE YOU HAVE A TOUCH-AND-GO?' PLT; 'CESSNA Y; FLY BACK TO HILLSBORO MY FINAL DEST.' TWR; 'CESSNA X; TURN R...' THEN SUDDENLY I SAW 1 ACFT FLYING HEAD-ON TO ME VERY CLOSE IN; 45 DEG ANGLE POS; TURN UNDERNEATH OF MY R WING. I SUDDENLY MADE A L TURN; WE JUST PASSED EACH OTHER. I KNOW IF I'D TURNED R; I COULD HAVE HIT THAT ACFT. I WAS SHOCKED THAT ACFT WAS SO CLOSE TO ME. AFTER 1 MIN; I TURNED BACK TO LOOK AT THAT ACFT; BUT I COULDN'T SEE IT. THEN OVER THE RADIO I HEARD TWR SAY TO THAT ACFT; 'THANK YOU FOR THE...THE CESSNA WAS GOING TO HAVE TOUCH-AND-GO....' TWR TURN BACK TO ME. TWR; 'CESSNA X; DO YOU HAVE AN INSTRUCTION?' I WAS IN DOUBT WHAT HE ASKED. PLT; 'WHAT INSTRUCTION? WHAT DID YOU MEAN? CESSNA X.' TWR; 'ARE YOU A STUDENT PLT?' PLT; 'NO; I'M PVT PLT.' TWR; 'CESSNA X; FREQ CHANGE BACK TO VFR; FLT TO HIO.' PLT 'FREQ CHANGE BACK TO VFR; CESSNA X.' I TURNED BACK TO SQUAWK ON XXXX; FLEW MY HDG TO HIO. AFTER 5 MINS; I TURNED FREQ TO CASCADE APCH; ASKED FOR ANOTHER FLT FOLLOWING BACK TO HILLSBORO; THEN FLEW BACK TO HIO. PROB CASE PART: I THINK I MISUNDERSTOOD WHAT TWR SAID; THAT I ONLY HAD A TOUCH-AND-GO; INSTEAD OF STAYING ON PATTERN FOR MORE TOUCH-AND-GOES. IF I DID FOLLOW WHAT TWR SAID; TURN R AFTER TKOF; AND ON DOWNWIND HAD ANOTHER RADIO CALL FOR REQUEST DEPARTING TO N OF MY DEST ARPT. I WOULDN'T CAUSE THAT SITUATION OF BEING TOO CLOSE TO ANOTHER ACFT.
