Synopsis

A BELL 206 HAD ONE ROTOR BLADE REPAIRED AT A CERTIFIED FACILITY. SECOND BLADE WAS REPAIRED AT THE RPTR'S FACILITY USING MANUFACTURER'S MANUAL.

Narrative

I WAS RECENTLY ACCUSED OF COVERING UP INFO ON HISTORICAL RECORDS THAT PERTAIN TO HELI BLADES; WHEN IN FACT; THE INFO ON THE HISTORICAL RECORDS WAS AN OPINION AND NOT A FACT. THE BLADES WERE TAKEN TO ONE FACILITY; AN FAA CERTIFICATED REPAIR STATION; FOR AN ESTIMATE; THEN TAKEN TO YET ANOTHER FACILITY; AN FAA CERTIFICATED FACILITY FOR A SECOND ESTIMATE. I RETURNED ONLY 1 BLADE TO THE ORIGINAL FACILITY AND THEN PROCEED WITH THEIR CERTIFICATION PROCESS; AND CHOOSE TO INSPECT AND RE-PAINT THE OTHER BLADE PER THE CURRENT BELL 206 JET RANGER MAINT MANUAL AT MY OWN FACILITY; DUE TO ECONOMICAL REASONS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE FAA INSPECTOR HAS THE OPINION THE ROTOR BLADE REPAIR ACCOMPLISHED IN HIS SHOP SHOULD HAVE BEEN REPAIRED AT THE CERTIFIED FACILITY WITH THE OTHER BLADE. THE REPAIR WAS SMOOTHING OUT THE LEADING EDGE BLADE EROSION PER THE BELL MAINT MANUAL AND REPAINTING PER THE MANUAL. THE RPTR STATED IT'S NOT A QUESTION OF QUALIFICATION BUT OF PROC; AND THIS WAS ACCOMPLISHED PER THE MANUFACTURER'S MANUAL.
