Narrative
MY STUDENT AND I WERE ON THE DOWNWIND FOR RWY 15 AT X04 ARPT. I NOTICED AN ACFT PASS IN FRONT OF US TO THE E AT 1000 FT. IT THEN TURNED N XING THE BASE LEG THEN TURNED IN OUR DIRECTION. WE MADE EVASIVE ACTION TO THE R. THE ACFT THEN SAW US AND DID THE SAME. WE REJOINED THE PATTERN AND LANDED; MAKING A FULL STOP RATHER THAN THE PLANNED TOUCH-AND-GO. I THEN OBSERVED THE ACFT CONTINUE TO MAKE A RECTANGULAR COURSE SEVERAL MORE TIMES ENTERING THE PATTERN FOR X04 ARPT EACH TIME. I HAD TRIED 10+ TIMES TO RAISE THE ACFT ON CTAF 123.05 WITHOUT RESULTS. I THEN TRIED AN AIR-TO-AIR FREQ OFTEN USED BY AREA FLT SCHOOLS; 123.50. I STATED 'ACFT OPERATING IN THE AREA OF ORL.APOPKA; BOB WHITE; AND ORL.NORTH YOU NEED TO CLR THE AREA.' THE PLT RESPONDED 'WHY? (PAUSE) WHAT ARE YOU? THE FAA?' I REPLIED THAT HE WAS A HAZARD TO TFC IN THE PATTERNS OF THESE ARPTS. NO ANSWER. THE ACFT DID 2 MORE ROUNDS BEFORE CLRING THE AREA. THIS WAS NOT THE FIRST TIME THIS HAS BEEN A PROB IN THIS AREA. IT HAS BEEN RPTED TO THE FAA WITHOUT ANY IMPROVEMENT. I FEAR THAT AS X04 FINISHES REDEVELOPMENT; SMALL ACFT DOING GND REF MANEUVERS IN THE PATTERN OF X04 ARPT AND OTHER NEARBY ARPTS; ON ANOTHER FREQ; WILL CAUSE AN ACCIDENT. THIS IS AVOIDABLE. WE NEED TO USE ONE FREQ AND AVOID THE TFC PATTERNS WHEN NOT LNDG OR TAKING OFF.
