Narrative
I LEFT SAVANNAH; GA (SAV) AT XA20 ENRTE TO STUART; FL (SUA) ON FLT FOLLOWING. RIGHT BEFORE REACHING FORT PIERCE (FPR); FL; ZMA SUGGESTED THAT I CONTACT FORT PIERCE SINCE I WOULD BE FLYING OVER IT ON MY WAY TO SUA. I CONTACTED FORT PIERCE WHICH IS APPROX 20 MI FROM SUA. I CONTACTED SUA TWR ABOUT 10 MI FROM SUA; REQUESTING LNDG INSTRUCTIONS. AT THAT TIME I WAS FLYING AT 1000 FT MSL AND HAD THE FIELD IN SIGHT. THE TWR OPERATOR INFORMED ME THAT THE FIELD WAS IFR. I THEN REQUESTED A SVFR CLRNC TO LAND. AFTER SOME HESITATION; HE REFUSED. I THEN ASKED FOR AN INST CLRNC TO LAND. HE REFUSED. BY THAT TIME I WAS ADJACENT TO THE FIELD. HE THEN CLRED ME TO LAND ON RWY 30. AFTER I LANDED; HE TOLD ME TO CALL THE TWR AND HE HAD CALLED A SECURITY OFFICER AND A COUNTY DEPUTY SHERIFF TO ACCOST ME. BOTH CHKED MY PLT'S LICENSE AND MEDICAL CERTIFICATE; AND THE DEPUTY SHERIFF CHKED THE ACFT REGISTRATION. I THEN CALLED THE TWR OPERATOR WHO INFORMED ME THAT I HAD VIOLATED THE REGS BY ENTERING THE AIRSPACE WHEN IT WAS IFR. AT NO TIME WAS I IN THE CLOUDS.
