AN A319 RECEIVED A MOMENTARY PREDICTIVE WINDSHEAR WARNING ANNUNCIATION OVER THE PHL NAVAL REPAIR FACILITY ON SHORT FINAL AT 1200 FT.
Narrative
ACR X FLT WAS NORMAL AND UNEVENTFUL UNTIL THIS SYS ANOMALY. WX AT PHL WAS CLR; UNRESTR; NO CLOUDS; VISIBILITY 9999 FT/W/V CALM TO LESS THAN 5 KTS ALL DAY AND THESE CONDITIONS WERE PRESENT DURING THE APCH. ON THE BOJID ARR AND N OF THE FIELD APPROX 12 MI FOR THE ARPT; WE WERE CLRED FOR A VISUAL APCH. THE APCH WAS PLANNED AND EXECUTED IN ACCORDANCE WITH SOP'S TO ARRIVE IN A DSNDING R BASE TURN FOR RWY 27R. DURING THE DSCNT AT APPROX 1200 FT AGL; WHILE IN THE VICINITY OF THE NAVAL SHIP REPAIR FACILITY ON THE RIVER E OF PHL; A .5 - 1 SECOND FLASH OF THE PREDICTIVE WINDSHEAR WARNING 'GAR WINDSHEAR' OCCURRED ALONG WITH A .5 SECOND FLASH OF THE PREDICTIVE WINDSHEAR WARNING DEPICTION ON THE NAV DISPLAY. THERE WERE ABSOLUTELY NO OTHER INDICATORS FOR ACTUAL WINDSHEAR OR POTENTIAL WINDSHEAR WITHIN THE ACFT PERFORMANCE; FROM ANY ATC COMS; OR IN THE ENVIRONMENT ITSELF. NO FACILITY GENERATED WINDSHEAR WARNING OCCURRED ANYTIME DURING THE APCH. BY THE TIME I COULD REALLY EVALUATE AND/OR REACT TO THE ONE TIME PREDICTIVE WINDSHEAR WARNING CALLOUT; THE DISPLAY RETURNED TO NORMAL WITH NO OTHER INDICATIONS PRESENT. THE APCH WAS CONTINUED TO AN UNEVENTFUL LNDG. W/V AT ALT WAS APPROX 5 KTS AND THE SURFACE W/V WAS RPTED LESS THAN 5 KTS. ROLLOUT AND TAXI TO THE GATE WERE UNEVENTFUL. OPINION: WITH KNOWLEDGE FROM PREVIOUS TRAINING; I BELIEVE THE PREDICTIVE WINDSHEAR WARNING SYS RECEIVED A SPURIOUS INPUT FROM SOME UNIDENTED MICROWAVE SYS FROM THE SHIP YARD REPAIR FACILITY SINCE WE WERE IN CLOSE PROX TO THE SHIP YARD. INFO: WE FLEW THIS SAME NOSE NUMBER TO ZZZ THE NEXT MORNING AND DID NOT HAVE ANY FURTHER PREDICTIVE WINDSHEAR WARNING OCCURRENCES WITH THAT SYS.
