Synopsis

A B737-700 WAS DISPATCHED WITH THE #1 STALL WARNING INOP. RPTR STATES ALL MEL PROCS NOT ACCOMPLISHED BY THE CONTRACT TECHNICIAN.

Narrative

DURING INITIAL PREFLT IN SNA; THE FO FOUND THAT THE #1 STALL WARNING SYS DID NOT TEST. WE CONTACTED MAINT CTL IN ZZZ DESCRIBING THE ACFT MALFUNCTION. THEY SAID CONTRACT MAINT WOULD COME OUT TO THE GATE TO TAKE CARE OF THE REQUIRED MAINT PROCS CONCERNING THE MEL AND ALL REQUIRED ENTRIES INTO THE MAINT LOGBOOK. AFTER THE CONTRACT MECH TALKED TO MAINT CTL FOR OVER 15 MINS WHILE REVIEWING THE MEL ITEM IN THE MEL BOOK; HE TOLD US HE HAD COMPLETED ALL REQUIREMENTS APPLICABLE TO THE MEL(S). I ASKED HIM POINTEDLY; IF HE HAD ANY QUESTIONS ABOUT HIS RESPONSIBILITIES TO COMPLETE ALL THE MAINT ACTIONS IN REGARD TO THE MEL'S; OR IF HE NEEDED ANY MORE GUIDANCE FROM MAINT CTL. NO; HE SAID; 'CAPT; I HAVE IT ALL UNDER CTL; AND EVERYTHING IS TAKEN CARE OF....' AFTER FLYING THE JET TO SEA AND LEAVING THE JET FOR THE NEXT CREW WHO WERE HEADING TO PHX; MAINT CAME OUT TO THE GATE TO PULL THE 'WHITE' PAGES FROM THE MAINT LOGBOOK; THE MECH DETERMINED THAT THE CONTRACT MECH DID NOT PROPERLY COMPLETE ALL THE REQUIRED ACTIONS REGARDING THE INOP EQUIP; #1 STALL WARNING SYS INOP (MEL 27-13C) WHICH ALSO TRIGGERS MEL 27-12.
