TRAILING EDGE FLAPS ON B737-300 FAIL TO EXTEND FOR LNDG. ZERO FLAP LNDG UNDER EMER CONDITIONS SUCCESSFULLY ACCOMPLISHED.

Narrative

SLOWING FROM 210 KTS TO 180 KTS CALLED FOR FLAPS 2 DEGS; THEN 5 DEGS AND NOTICED NO FLAP INDICATOR MOVEMENT. CONFIRMED VISUALLY NO LEADING EDGE DEVICES EITHER. FLAP INDICATOR WAS JUST OFF FLAP POS '0' WITH A VERY SMALL SPLIT BTWN THE 2 NEEDLES. RESTORE FLAP HANDLE TO 0; MAINTAIN 210 KTS. TOLD ATC WE NEEDED TO DELAY TO TROUBLESHOOT FLAPS. WENT TO IRREGULAR CHKLIST. DECIDED TO CONTACT MAINT THROUGH DISPATCH BEFORE ACCOMPLISHING CHKLIST. ACCOMPLISHED IRREGULAR CHKLISTS WITH MAINT/DISPATCH ON THE RADIO. WAS ABLE TO GET LEADING EDGE DEVICES OUT; BUT NO TRAILING EDGE. FINAL APCH SPD TO BE 168 KTS. DISPATCH HELPED COORD EMER EQUIP TO STAND BY. BRIEFED CABIN CREW OF SITUATION AND PREPARED FOR EVAC AS A PRECAUTION. PAX VOLUNTEERED TO HELP OTHER PAX WHO NEEDED HELP IN EVENT OF EVAC. DECLARED EMER WITH ATC AND ADVISED OF APCH SPD. NORMAL LNDG AND ROLLOUT WITH AUTOBRAKES 2 DEGS; GND PERSONNEL RPTED NO BRAKE FIRE; KEPT PAX IN SEATS. EXIT THE RWY AND COME TO STOP TO AGAIN HAVE GND PERSONNEL INSPECT. NORMAL INDICATIONS; TAXI TO GATE. PAX DEPLANE VIA JETBRIDGE AT GATE. SUPPLEMENTAL INFO FROM ACN 686868: DEBRIEFING WITH THE CABIN CREW; EVERYONE FELT THE CRM AND COM WAS VERY GOOD BTWN ALL PARTIES; AND IN MY OPINION; THE SITUATION WAS HANDLED VERY WELL. EVERYONE PERFORMED THEIR JOBS JUST AS OUR TRAINING PREPARES US; WHICH IS A REAL TESTAMENT TO THE QUALITY OF THE COMPANY'S TRAINING PROGRAM IN ALL AREAS.
