Narrative
WHILE TAXIING IN TO GATE C-12 OUR ACFT STRUCK THE R SIDE OF A PARKED FUEL TRUCK WITH THE L WINGTIP. WE PUSHED BACK FROM THE GATE IN PREPARATION FOR DEICE. THE DEICE CREW WAS FINISHING DEICE ON 2 RJ'S. THE DEICE CREW ADVISED US THEY DID NOT HAVE ENOUGH TYPE I TYPE IV FLUID TO COMPLETE A DEICE AND DID NOT HAVE ANYONE QUALIFIED TO REFILL THE TRUCK. WE REQUESTED OPS BRING US BACK TO THE GATE. A GUIDE MAN AND 1 WING WALKER (WITH WANDS) SHOWED UP TO MARSHALL US IN. WE STARTED BOTH ENGS TO TAXI IN. AN RJ WAS PARKED AT THE GATE TO OUR L; WITH A FUEL TRUCK IN POS ON R. I WAS WATCHING THE TRUCK AND WING WALKER (WAND UP) UNTIL I LOST SIGHT OF BOTH. THE GUIDE MAN WAS WAVING US IN WHEN THE WINGTIP HIT THE TRUCK AND THE ACFT CAME TO A STOP ON ITS OWN. THE GUIDE MAN WAS STILL WAVING US IN AND NEVER SAW WHAT HAPPENED. WE SHUT DOWN BOTH ENGS APPROX 18 FT SHORT OF THE STOPPING POINT AND CALLED MEM GND FOR A FIRE TRUCK. CONDITIONS: NIGHT; MODERATE/HVY SNOWFALL; SLUSH ON TXWYS AND RAMP. RAMP CREW NEEDS MORE TRAINING. THE WING WALKER HAD HIS WAND IN THE AIR THE WHOLE TIME AS WITNESSED BY THE ACFT CAPT AND A QUALIFIED PAX ON BOARD. ALSO THE GUIDE MAN WAS NOT WATCHING AND DID NOT SEE THE INCIDENT UNTIL I BEGAN FLASHING MY NOSE LIGHTS AT HIM.
