B737-800 PLT RPTS THAT GND WORKERS AT SOME STATIONS ARE APCHING AND BEGINNING SVC ON ACFT WHEN THE ENGS ARE STILL RUNNING TO SATISFY POSTFLT IDLE LIMITATIONS OF THE FLT MANUAL.
Narrative
THIS APPLIES TO MANY CARIBBEAN STATIONS. MDLR HAS A TURNOFF FROM THE RWY AT MIDFIELD. ACCORDING TO MDLR GND PERSONNEL; VERY FEW ACFT MAKE THE TURNOFF; SO NEARLY ALL PASS THE TXWY; TURN AROUND ON THE RWY AND TAXI BACK TO PARK. WE MADE THE TURNOFF FAIRLY EASILY; BUT ON TIME; TO IN TIME; WAS ONLY 1 MIN. B737 ENGS REQUIRE A 3 MIN COOL DOWN PERIOD. MDLR GND WORKERS ARE VERY DILIGENT; REARING TO GO. THE TROUBLE IS 2 MINS SEEMS LIKE A LONG TIME FOR EAGER GND WORKERS TO JUST SIT AND WAIT WHEN THE ACFT IS ALREADY PARKED. I HAD TO SHUT DOWN THE R ENG EARLY BECAUSE I COULD SEE LOTS OF MOVEMENT NEAR THE ENG; AND THEN WHILE THE L ENG WAS STILL RUNNING; WE GOT A DOOR OPEN WARNING LIGHT FOR THE L REAR DOOR. WE IMMEDIATELY SHUT DOWN THE L ENG. NO ONE WAS INJURED AND NO ENG DAMAGE OCCURRED. I CAN THINK OF SEVERAL OTHER DESTS WITH SIMILAR CONFIGNS; AND EVEN SOME DOMESTIC STATIONS; AND EVEN ZZZ WHERE IT'S VERY POSSIBLE TO LAND AND IMMEDIATELY ARRIVE AT THE GATE. I SPOKE TO THE PERSON WORKING THE RAMP AT MDLR WHO WAS VERY RECEPTIVE; BUT UNAWARE OF THE B737 COOL-DOWN REQUIREMENT. MTPP COMES TO MIND AS ANOTHER MIDFIELD TURNOFF STATION WHERE GND WORKERS ARE QUICK TO APPROACH PARKING ACFT.
