A PA28 PLT ON A PHX RWY 25R VISUAL EXPERIENCED A NEAR MISS WITH A BE55 WHEN THE TFC AND RWY ENVIRONMENT WERE BLOCKED BY THE SUN REFLECTING ON A SCRATCHED WINDSHIELD.
Narrative
HOW THE PROB AROSE: I WAS TURNING FROM BASE TO FINAL TO LAND ON RWY 25R. I HAD THE PAPI AND RWY IN SIGHT UNTIL THE SETTING SUN BLINDED ME. HOW IT WAS DISCOVERED: WHILE STILL BANKING TOWARDS FINAL; I SAW THE BARRON IN MY L SIDE WINDOW FOR ABOUT 3 SECONDS; RELATIVELY COMING FROM REARWARD AND OVER THE TOP OF US. CONTRIBUTING FACTORS: I LOST SIGHT OF RWY 25R AND PAPI DUE TO THE SUN. I WAS WEARING TRANSITION GLASSES AND NOT SUN GLASSES. THE WIND SCREEN MICRO SCRATCHES AGGRAVATED ITS CLARITY. THERE WERE NO DARK SCREEN VISORS INSTALLED IN THE PLANE. CORRECTIVE ACTIONS: USE OF AVIATION SUN GLASSES. REFINISH RENEW WIND SCREEN. INSTALL SUN VISORS. HUMAN PERFORMANCE CONSIDERATIONS: PERCEPTION -- I WAS STILL TURNING ONTO FIN RWY 25R AND ON THE CORRECT FINAL TO RWY 25R. THE OTHER ACFT WAS XING MY TRACK L TO R AND DSNDING. JUDGEMENT: I UNDERESTIMATED THE TOTAL LOSS OF VISION THROUGH THE WINDSCREEN; AS PREVIOUSLY HAD BEEN FLYING INTO THE SUN WITHOUT MUCH PROB. DECISIONS: CONTACTED TWR; 'THE BARON WAS ABOVE ME.' ACTIONS: WENT WINGS LEVEL; TILL BARON WAS SEEN TO THE R AND LOWER THAN ATC. REQUESTED IMMEDIATE GAR; THEN EARLY XWIND FOR DOWNWIND TO RWY 25R; LANDED. FACTORS AFFECTING PERFORMANCE: LOSS OF FORWARD VISION THROUGH WINDSCREEN.
