ZMA CTLR EXPERIENCES OPERROR WHEN VECTORS FOR SPACING BTWN AN LR45 AND A G4 ARE INADEQUATE.

Narrative

I WAS ASKED TO WORK AS THE HDOF CTLR (TRACKER) FOR THE R64 (AVON HI) SECTOR. WHEN I APCHED THE SECTOR; I OBSERVED THAT THERE WERE OVER 3 BAYS OF TFC POSTED AT THE SECTOR. THE SECTOR WAS VERY BUSY AND COMPLEX. I PLUGGED INTO THE POS AND APPROX 3 1/2 MINS LATER THE OPERROR OCCURRED. THE LR45 WAS LNDG AT PBI ON THE GULLO 1 ARR AND THE G4 HAD DEPARTED APF AND WAS CLBING DIRECT CRB. WHEN THE LR45 CHKED ON THE FREQ THE RADAR CTLR DSNDED THE LR45 TO FL240 AND TURNED THE ACFT TO 175 DEG HDG TO GO BEHIND THE G4. AFTER LOOKING AT THE SITUATION FURTHER; THE RADAR CTLR TURNED THE LR45 AN ADDITIONAL 25 DEGS TO THE R. THE RADAR CTLR TURNED THE G4 30 DEGS R AND HAD HIM STOP HIS CLB. THE ACFT PASSED EACH OTHER AT 4.98 MI AND 300 FT. A PROC SHOULD BE DEVELOPED THAT RTES THE APF AND MKY DEPS TO THE NW OF RSW APCH AND TO THE W OF THE PBI ARRS TO AVOID THE HEAD-ON CLBING AND DSNDING SITUATIONS. SUPPLEMENTAL INFO FROM ACN 691868: THE SECTOR WAS VERY BUSY AND THE TMU INITIATIVES WERE INADEQUATE. AFTER BEING RELIEVED; A GND STOP WAS INITIATED FOR SECTOR VOLUME.
