C206 PLT RPTS DISCREPANCY BETWEEN COMMERCIAL AND GOV DEP PROCS FOR FCH CONCERNING REQUIRED ALT FOR ON COURSE HDG.

Narrative

ON DEP FROM FCH ON AN IFR FLT PLAN; I WAS CLRED TO IZA VIA THE FCH OBSTACLE DEP PROC; DIRECT PRB VOR; THEN AS FILED TO IZA. THE OBSTACLE DEP PROC ON PAGE 23-1 OF THE COMMERCIAL CHARTS FOR FCH READS AS FOLLOWS: 'RWYS 30L/R CLB ON 345 DEG HDG; RWYS 12R/L CLB ON 165 DEG HDG TO 1000 FT BEFORE PROCEEDING ON COURSE.' I TOOK OFF ON RWY 12R; CHKED IN WITH APCH; CLBED TO SOMEWHAT HIGHER THAN 1000 FT AND TURNED ON COURSE TO PRB (APPROX 197 DEGS). SHORTLY THEREAFTER; APCH CONTACTED ME ABOUT MY TURN ON COURSE AND SAID THAT I SHOULD NOT HAVE MADE THE TURN UNTIL INSTRUCTED. I QUICKLY REVIEWED THE PROC AND RESPONDED THAT IT SAID THAT I SHOULD TURN ON COURSE WHEN CLBING THROUGH 1000 FT. THE CTLR SAID THAT I WAS WRONG; THAT THE TURN AFTER 1000 FT APPLIED ONLY TO DEPS FROM RWY 30L/R AND THAT I SHOULD REVIEW THE PROC AGAIN WHEN ON THE GND. I APOLOGIZED AND SAID THAT I WOULD DO SO. I HAVE NOW REVIEWED THE PROC IN THE COMMERCIAL CHART AND IT CLEARLY SAYS THAT; WHEN DEPARTING RWY 12R; A TURN ON COURSE SHOULD BE MADE WHEN CLBING THROUGH 1000 FT. I COMPARED THE COMMERCIAL CHART TO THE GOV CHART AND THERE IS AN OBVIOUS DISCREPANCY. THE GOV CHART READS AS FOLLOWS: 'RWYS 12L; 12R; CLB HDG 165 DEGS. RWYS 30L; 30R; CLB HDG 345 DEGS TO 1000 FT BEFORE PROCEEDING ON COURSE.' I CALLED THE COMMERCIAL CHART SUPPLIER TO POINT OUT THE SIGNIFICANT DISCREPANCY. THE COMMERCIAL CHART SUPPLIER REPRESENTATIVE SAID THAT IT APPEARS THAT THE COMMERCIAL CHART IS INCORRECT AND HAS BEEN FOR A LONG TIME. HE SUBSEQUENTLY SENT ME AN EMAIL STATING THAT THE COMMERCIAL CHART IS CORRECT AND THE GOV CHART IS INCORRECT.
