MD80 FLT CREW WHILE HOLDING SHORT WAITING FOR THE JETWAY HAS IMPROPER FUELING OF THE ACFT.
Narrative
THE FLT ARRIVED AT LAX LATE FOLLOWING A LENGTHY DELAY THAT EVENTUALLY RESULTED IN AN ACFT SWAP. WHEN WE ARRIVED AT THE GATE; THE GND CREW HAD US HOLD OUT IN THE ALLEY. EVENTUALLY; WE RECEIVED THE SIGNAL TO TAXI THE JET TO THE GATE. WHEN WE GOT AT THE GATE; THE GATE AGENT WAS UNABLE TO MOVE THE JETWAY TO THE JET. MAINT WAS CALLED TO FIX THE UNRESPONSIVE GATE; THUS WE INCURRED YET ANOTHER DELAY. OUR FLT WAS AT THE GATE; DOORS CLOSED; AND WITH THE JETWAY 8-10 FT AWAY FROM THE ACFT. THE SEATBELT SIGN WAS OFF AND THE ANTI-COLLISION LIGHT WAS STILL ON. THE ACARS HAD NOT CLOSED OUT THE FLT WITH AN ARR TIME BECAUSE ALL THE DOORS WERE STILL CLOSED. AS WE SAT IN THIS CONDITION; WAITING FOR MAINT TO REPAIR THE FAULTY JETWAY; THE FUELER PLUGGED INTO THE FUEL SYS AND BEGAN TO UPLOAD FUEL FOR THE OUTBOUND FLT. WE WERE AT THE GATE; WITH THE JETWAY MOVED AWAY FROM THE ACFT; ANTI-COLLISION LIGHT STILL ON; APU RUNNING; STILL LOADED WITH THE INBOUND PAX WITHOUT A NORMAL OR EMER EXIT DOOR OPEN. TO FUEL THE ACFT WITH PAX ON BOARD WE MUST HAVE AN OPEN EXIT.
