Narrative

INSTRUCTIONS TO TAXI TO RWY 25L AT MKE: USE TXWY K; THEN RWY 13/31 TO HOLD SHORT OF RWY 25L ON RWY 13/31. (WE WERE AWAITING A WHEELS UP TIME TO ATL. NOT LONG TO WAIT AND LIKELY WOULD BE NEXT TO DEPART.) DISCUSSION BETWEEN FO AND I ENSUED AS TO HOLDING ON A RWY; IE; WE TURNED ON LIGHTS AND TALKED ABOUT FEELING A LITTLE UNCOMFORTABLE HOLDING ON A RWY. REFERENCING MY 10-9 PAGE; I WAS LOOKING FOR A HOLD SHORT LINE CLOSER TO THE RWY 13/31 AND TXWY N INTXN AND SUBSEQUENTLY OVERSHOT THE HOLD SHORT LINE SLIGHTLY. IN MY MIND; I DON'T RECALL THE HOLD SHORT LINE AS STANDING OUT (IE; THE LINE AND PAVEMENT CONTRAST DID NOT CATCH MY EYE). TWR CALLED AND SAID IT APPEARS I OVERSHOT THE LINE A BIT SO HE TOLD ME TO GO RIGHT ONTO TXWY M; AND EITHER TAKE A RIGHT ONTO TXWY 1R/19L THEN RIGHT ONTO RWY 13/31 TO END UP WHERE I STARTED OR I COULD DO A 180 DEG TURN ON A WIDE PORTION OF TXWY M TO HOLD SHORT OF RWY 25L ON TXWY M. I OPTED FOR THE LATTER. ONCE REPOSITIONED; ABOUT 3 MINUTES LATER; ONE ACFT LANDED ON RWY 25L FOLLOWED BY ONE DEPARTURE IN FRONT OF US (IE AT NO TIME WERE WE A CONFLICT TO LNDG ACFT). WE THEN DEPARTED WITHOUT INCIDENCE. IN RETROSPECT; A RWY INCURSION HS (HOT SPOT) MARK ON OUR 10-9 PAGE MIGHT HAVE ALERTED US TO USE EXTREME CAUTION OR PERHAPS A 'HOLD FOR RWY 25L DEPARTURE' SIGN (IN ADDITION TO THE PAINT MARKINGS; WHICH AGAIN SEEMED A LITTLE FAINT TO ME IN MY RECOLLECTION) COULD BE HELPFUL.SUPPLEMENTAL INFO FROM ACN 696338: CONTRIBUTING FACTORS: OUR CURRENT 10-9 PAGE DOES NOT CLEARLY SHOW A RWY 25L HOLD SHORT LINE ON RWY 13/31 AND WE WOULD NOT NORMALLY EXPECT TO SEE IT ON A RWY. IN GENERAL; WE ARE RELUCTANT TO USE A RWY AS A TXWY LET ALONE A HOLD SHORT AREA AND; THEREFORE; FELT MORE COMFORTABLE ON TXWY M. THE 10-9 PAGE ALSO DOESN'T SHOW THIS AS A 'HOT SPOT;' BUT AS AN INSET EXPANDED AREA AND; THEREFORE; DOES NOT AMPLIFY THE POSSIBILITY OF AN INCURSION.CALLBACK CONVERSATION WITH RPTR ACN 696352 REVEALED THE FOLLOWING INFO: RPTR STATED THAT THE FLT CREW (HIMSELF AND THE FO) WERE NOT FAMILIAR WITH OPERATIONS AT MKE AND THAT THEY WERE A LITTLE NERVOUS HOLDING SHORT ON A RWY. HE IS REVIEWING THE 10-9 CHART FOR THE 'HOLD SHORT' LINE ON RWY 13/31 AND WAS 'HEADS DOWN' WHEN THE ACFT PASSED OVER THE HOLD LINE. HE FEELS THAT THE CHART SHOULD DEPICT A 'HOT SPOT' IN THAT AREA TO ALERT THE CREWS TO THE POTENTIAL OF A RWY INCURSION IN THAT AREA.
