C150 FLAPS WOULD NOT RETRACT AFTER TKOF. PAX OBSERVER DECLARED EMER TO ATC AND PLT FLEW A TEARDROP PATTERN TO LAND DOWNWIND.

Narrative

DISCUSSION: I WAS MAKING LNDGS (TO A FULL STOP) ON RWY 19. ON THE THIRD TKOF; THE ACFT WAS NOT ABLE TO MAKE CLBING AIRSPD VX OR VY AND WAS STABILIZING AT APPROX 55 KTS. PAX (A LICENSED PLT) WAS HANDLING THE RADIOS WHILE I FLEW THE ACFT. PAX STATED OVER THE TWR FREQ THAT WE HAD AN EMER; WERE MAKING A TEARDROP; AND RETURNING TO RWY 10 (THE DOWNWIND RWY). I MADE THE LNDG DOWNWIND WITH NO FURTHER PROB. CAUSE: FULL FLAPS WERE STUCK IN THE DOWN POS IN SPITE OF THE FACT THAT THE FLAP LEVER WAS IN THE UP POS. THIS CAUSED AN INABILITY TO CLB AT THE PRESCRIBED AIRSPD. CORRECTION: 1) FLAP POS MUST BE VISUALLY CHKED (IF POSSIBLE) DURING THE POST-LNDG; PRE-TKOF; AND EMER CHKLIST. 2) FLAP POS MUST BE CHKED WHEN ACFT FLIES OFF THE GND BY ITSELF PRIOR TO ACHIEVING ROTATION SPD. 3) FLAP POS MUST BE CHKED WHEN ACFT IS NOT ACHIEVING APPROPRIATE CLB AIRSPD. 4) PIC SHOULD BE THE ONE TO CALL AN EMER. IN THIS CASE; THE PIC DID NOT CONSIDER THIS AN EMER. HOWEVER; WHEN THE EMER WAS CALLED; IT HAD TO BE HANDLED AS SUCH.
