CL30 PLT EXPERIENCES A POTENTIAL MINIMUM FUEL SITUATION ENRTE TO BDL.

Narrative

WE DEPARTED PNE; RWY 6. ATC TURNED US S; THEN SW FOR SEVERAL MI. BEFORE WE TOOK OFF; THERE WAS A BIT OF A DELAY DEP PNE WHICH NEVER HELPED THIS SITUATION. BY THE TIME WE GOT TURNED TOWARD BDL WE BURNED MORE FUEL THAN PLANNED. WHEN I CHKED ON WITH ZNY I TOLD HIM OUR ALT AT AND CLBING TO; AND OUR LAST CLRNC AND ADVISED WE COULD BE MINIMUM FUEL. HE RESPONDED WITH A WHOLE LOT OF ATTITUDE; 'UNDERSTAND YOU'RE DECLARING EMER FUEL;' AND I RESPONDED 'NEGATIVE; WE COULD BE MINIMUM FUEL;' AND HE RESPONDED 'YOU ARE OR ARE NOT DECLARING MINIMUM FUEL?' THERE WAS A PAUSE AND HE CAME BACK AND SAID 'YOU JUST TOOK OFF AND YOU'RE DECLARING MINIMUM FUEL? ARE YOU; OR ARE YOU NOT?' I RESPONDED 'IF WE ARE DELAYED!' (PAUSE) AND HE SAID 'SAY FUEL IN HRS AND MINS.' I SAID 'STAND BY.' I DID THE BEST CALCULATION THAT I COULD AND TOLD HIM 1 HR 45 MINS; AND OUR ETE AT THAT TIME WAS SHOWING 24 MINS. WHEN HE HANDED ME OFF TO ZBW; HE SAID IN A SARCASTIC TONE 'CONTACT ZBW ON (FREQ) AND I HAVE ADVISED THEM OF YOUR FUEL SITUATION.'
