A320 PLT IS CONCERNED WITH RAMP OPS DURING RE-SVC OF ACFT.
Narrative
MANY TIMES WE HEAR THE PHRASE 'AN ACCIDENT WAITING TO HAPPEN.' BUT OFTEN; WE DO NOTHING TO PREVENT IT. ONE OF THESE TYPES OF ISSUES THAT CONCERNS ME IS THE LACK OF COMMON SENSE THAT CAN BE OBSERVED WHEN AN EMPLOYEE OPENS THE CABIN DOOR TO DISCARD THE TRASH. THE COMMON PRACTICE IS TO DRIVE A SERVICE VEHICLE TO A CABIN DOOR PRIOR TO OPENING THE DOOR. A RAMP FROM THE SVC VEHICLE PROVIDES A SAFE BRIDGE TO THE ACFT. TRASH AND OTHER SVC ITEMS CAN BE EXCHANGED WITH EASE SAFELY. THIS IS THE PROC THAT SHOULD HAPPEN AT THE OUT STATIONS; BUT UNFORTUNATELY; IT OFTEN DOES NOT. INSTEAD; THE AGENTS; RUSHING TO TURN THE ACFT OFTEN OPEN THE CABIN DOORS TO DISCARD THE TRASH AND DROP THE BAGS OF TRASH ON THE RAMP. THE RISK OF DEATH AND BROKEN BONES FROM FALLING FROM THE ACFT TO THE RAMP EXISTS EVERY TIME THEY FAIL TO PLACE A SVC VEHICLE TO MATE WITH THE ACFT. THEY DO NOT HAVE A SAFETY NET TO CATCH THEM IF THEY FALL. A WORKER ON A ROOF USES A SAFETY HARNESS; A WORKER PAINTING A WATER TWR USES A SAFETY HARNESS; AND A HOME WILL NOT GET A CERTIFICATE OF OCCUPANCY UNTIL A BANNISTER IS INSTALLED ON A SECOND FLOOR. UNFORTUNATELY; AN EMPLOYEE OR CONTRACT CLEANER WHOM OPENS THE DOOR HAS NO PREVENTIVE SAFETY DEVICE TO PREVENT THEM FROM FALLING; AND NO; THE AIRBUS SAFETY STRAP WILL NOT PREVENT SOMEONE FROM FALLING. ON ONE OCCASION; WHILE PAX WERE DEPLANING; A CONTRACT CLEANER WENT BEHIND THE 'A' FLT ATTENDANT IN THE FORWARD GALLEY TO ATTEND TO THE TRASH; AND OPENED THE DOOR WITH NO SVC VEHICLE PRESENT. THE FLT ATTENDANT AND THE CLEANERS WERE BACK-TO-BACK; WHILE THE CLEANER BENT OVER TO PICK UP THE TRASH. ONE OF HIS FEET WERE STEPPING ON THE LARGE TRASH BAG. FORTUNATELY; THE FLT ATTENDANT DID NOT 'BACK INTO THE CLEANER' AND THE CLEANER DID NOT LOSE HIS BAL WITH HIS FOOT ON THE PLASTIC GARBAGE BAG. ON ANOTHER OCCASION; THE FORWARD R CABIN DOOR WAS LEFT OPEN WHILE BOARDING PAX. A FLT ATTENDANT FURTHER MENTIONED ANOTHER RISK OF AN OPEN DOOR -- KIDS DARTING AHEAD OF THEIR MOTHERS PAST THE 'A' WHILE DISTR WITH COORDINATING WHEELCHAIRS; UM PAPERWORK; AND CARRY-ON BAG TAGS -- ALL WHILE THE FORWARD R CABIN DOOR IS OPEN; POSING A RISK FOR THE KIDS RUNNING AHEAD 'TO GET A GOOD VIEW' OUT THE DOOR. FINALLY; THE RISK THE CLEANERS AND AGENTS DON'T THINK ABOUT WHEN THEY THROW TRASH FROM THE CABIN ONTO THE RAMP -- IF THE TRASH WILL HIT THE FO ON THE HEAD WHILE PERFORMING A PREFLT.
