Narrative
ON CLBOUT; SWITCHED FROM NEW YORK DEP TO WASHINGTON. CALLED LEVELING FL230. CTLR QUICKLY CLRED US TO FL380. WE READ BACK CLB TO FL380 AND WE CONTINUED TO FL380. I RECALLED WE HAD INITIALLY FILED AND LOADED INTO THE FMS FL340. I MENTIONED TO THE CAPT WE WERE FILED FOR FL340. WE BOTH POINTED TO FL380 IN THE ALT WINDOW AND CONFIRMED FL380. I ALSO GRABBED THE FLT PLAN AND WHILE I WAS LOOKING AT IT; THE CAPT SAID WE WERE PLANNING TO CLB TO FL380 ABOUT 150 NM FURTHER DOWN THE ROAD (ACCORDING TO FLT PLAN). HAD FL340 BEEN OUR FINAL; WE WOULD HAVE TOLD THE CTLR FL340 WAS OUR FILED ALT. HOWEVER; SINCE WE WERE GOING TO CLB TO FL380 LATER; HE DIDN'T SEEM TO MIND CLBING TO FL380 NOW PASSING FL290? I HEARD WASHINGTON CALLING TO ACR Y STOP CLB 2 OR 3 TIMES. THEN WASHINGTON SAID 'ACR X STOP CLB.' I REALIZED IMMEDIATELY WHAT WAS HAPPENING. I SAW ANOTHER ACFT SYMBOL ON OUR TCAS DIRECTLY IN FRONT AT FL310. I READ BACK STOP CLB. WE WERE CLBING AT OVER 2000 FPM. WASHINGTON AGAIN CALLED STOP CLBING AND TURN TO 200 DEG HDG. WE STARTED A TURN AND DSCNT AND THEN HEARD AN RA CALLING FOR 1000 FPM DSCNT. I PICKED UP THE ACFT VISUALLY AND SAW WE WERE GOING TO BE WELL CLR. WHEN WE PASSED THE ACFT; WE WERE GREATER THAN 500 FT LOWER AND UNDETERMINED LATERAL SPACING. WE WERE IN A LARGE DSCNT AND LEVELED AT FL290; AND CLBED BACK TO FL300 AND CALLED ATC.
