ZTL ASSUMES AVL AIRSPACE FROM 2300 TO 0630. MOST OF THE AIRSPACE IS BELOW RADAR COVERAGE AND RADIO COVERAGE IS SPOTTY. WE USE THE SAME FREQ TO CTL CLT ARRS ON THE SHINE ARR. AN ARR RUSH TO CLT STARTS AT 0550 TO 0600. ACFT X CALLS FOR CLRNC FROM AVL TO CLT AT 0600. ISSUED EDC OF 0620. DUE TO NUMBER OF ACFT INBOUND; I WIND UP HOLDING FOR CLT. IN THE MIDDLE OF THE PUSH; ACFT ASKS ABOUT DELAY. I TELL HIM I'M CURRENTLY HOLDING FOR CLT. PLT WANTS TO ARGUE. I TELL HIM THE LONGER I TALK TO HIM; THE LONGER IT TAKES TO GET OUT OF HOLDING. PLT IS OBVIOUSLY ANGRY. SO AM I. TWO MORE ACFT CALL FOR CLRNC OFF AVL. FSS CALLS WRONG SECTOR FOR CLRNC OFF AVL. PLT CALLS ON FREQ AND I TELL HIM TO CALL FSS SO D-SIDE CAN CLR HIM OFF FREQ. PLT SAYS FSS TOLD HIM TO CALL ME. SITUATION IS OUT OF CONTROL. I FINALLY GET OUT OF HOLDING AND CLR ACFT X OFF AVL -- ONE MINUTE AFTER EDC OF 0620. PLT MISSES CLRNC AND I HAVE TO RESTATE IT. RECEIVE LATE HANDOFF ON ACFT Y INBOUND AVL AT 9000 FT. ACFT X DEPARTING AVL CLRED TO 9000 FT. NO POSITIVE SEPARATION PROVIDED. FORTUNATELY ACFT X DEPARTS RWY 16 AWAY FROM ACFT Y. AVL APCH NEEDS TO OPEN IN TIME TO HANDLE THESE 3-4 SCHEDULED FLTS. PLTS NEED TO CALL FSS FOR CLRNC INSTEAD OF TYING UP BUSY ATC FREQ.
