A C172 OVERFLEW THE TIME REQUIRED FOR AIRWORTHINESS DIRECTIVE COMPLETION. THE AIRPLANE WAS FLOWN TO A MAINT FACILITY FOR ACCOMPLISHMENT AND MAY HAVE BEEN IN NON COMPLIANCE.

Narrative

OVERFLEW AN AIRWORTHINESS DIRECTIVE. LCL FLT SCHOOL NEEDED TO FERRY A PLANE TO ANOTHER ARPT FOR MAINT. THE PLT PREFLTED THE AIRPLANE AND CHKED PACKET TIMES TO MAKE SURE THE ACFT WAS FLYABLE. (THE PLT WAS ALSO A FLT INSTRUCTOR FOR THE FLT SCHOOL.) THE PLT ALSO TRIED TO DISPATCH BUT COULD NOT. THE PLT UNDERSTOOD THAT THE PHASE INSPECTION NEEDED TO BE COMPLETED AND DETERMINED THAT WAS WHY THE AIRPLANE COULD NOT BE DISPATCHED. UNDERSTANDING THAT 10% OF THE TIME IS ALLOWED FOR OVERFLYING A PHASE INSPECTION TO FERRY THE AIRPLANE; 50 HR PHASE INSPECTION ALLOWS 5.0 HRS FOR FERRY FLT. FLT DEPARTED JUL/XA/06 AND LASTED 0.3 HRS. THE PHASE INSPECTION TIME WAS COMPLIED WITH; HOWEVER; THE PLT FAILED TO RECOGNIZE THE AIRWORTHINESS DIRECTIVE DUE AT THE END OF JUN/06. IT MIGHT HAVE LASTED 0.3 AND 2 DAYS OVERDUE BUT THE AIRWORTHINESS DIRECTIVE WAS NOT COMPLIED WITH. UNDER 91.3 THE PIC IS RESPONSIBLE FOR DETERMINING THE ACFT IS IN AN AIRWORTHY CONDITION AND HE FAILED TO DO SO. THE MISTAKE WAS SIMPLY AN 'OVERLOOK' AND NOT PAYING ATTN TO DETAIL. PROB WAS DISCOVERED BY ANOTHER PLT AFTER FLT WAS COMPLETED.
