A C172 PLT ON V3 CTRLINE RPTS ENTERING R2934 (SHUTTLE LNDG SITE) AND ATC STATING A KNOWN PROB WITH THE AIRWAY.

Narrative

I WAS ON AN IFR XCOUNTRY TO MELBOURNE; FL. I WAS 15 MINS AWAY FROM THE END OF A 2 HR FLT ABOVE A BROKEN LAYER. I HAD PREVIOUSLY BEEN IN CONTACT WITH ZJX; THEN MCO APCH. ALL RADIO CONTACTS CONSISTED OF NOTHING MORE THAN AN ALTIMETER SETTING; AND LATER WITH A FREQ CHANGE. ACCORDING TO MY VOR INDICATIONS; I WAS CTRED ON V3 (161 DEG RADIAL FROM OMN) AND STEERING 165 DEGS MAGNETIC. MCO APCH DIRECTED THAT I CONTACT DAYTONA APCH AND SAID GOOD-DAY. AFTER RECHKING MY ALT AND POS; I CHANGED FREQ AND CALLED DAYTONA APCH. THE CTLR FIRST SAID; 'DSND AND MAINTAIN 4000 FT.' BEFORE I RESPONDED WITH CONFIRMATION; THE CTLR ASKED FOR MY PRESENT HDG. I REPLIED 165 DEGS; AND HE RESPONDED; 'TURN R TO HDG OF 180 DEGS.' AT ABOUT THIS TIME I LOOKED DOWN THROUGH A BROKEN LAYER; AND SAW THE SHUTTLE LNDG FACILITY OFF MY L WING; AND ESTIMATED THAT I HAD STRAYED INTO R2934. WITH ALARM; I RECONFIRMED THAT MY INSTS SHOWED ME ON COURSE. IT THEN SUDDENLY OCCURRED TO ME THAT ON A PREVIOUS FLT IN THE SAME AREA; IN A DIFFERENT ACFT; I WAS ALSO CALLED BY APCH; AND ASKED TO CORRECT MY HDG TO THE W. ON THAT PREVIOUS OCCASION; I REMEMBER TELLING THE CTLR THAT MY VOR SHOWED A CTRED NEEDLE EVEN THOUGH HE SAW ME 4 MI OFF COURSE. AT THAT PREVIOUS TIME; THAT CTLR SAID; 'YEAH; THERE IS A PROB RIGHT THERE IN THAT AREA; RIGHT ABOUT AT THE CHANGE-OVER POINT.' CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT PRIOR TO THIS FLT HE CHKED THE ACCURACY OF THE VORS. #1 VOR WAS ACCURATE WHILE #2 VOR WAS 5 DEGS OFF AT TKOF AND SO HE WAS NOT USING THAT RADIO. HE EXPERIENCED A SIMILAR EVENT IN MAY FLYING A DIFFERENT ACFT BUT DID NOT STRAY COMPLETELY INTO THE RESTR AIRSPACE. THE CTLR WHILE TALKING WITH HIM ABOUT THIS INCURSION SOUNDED CONCILIATORY WHILE HE EXPLAINED THAT ATC HAD A PROB WITH THAT AIRWAY IN THE VICINITY OF MALET. HE HAS HEARD NOTHING FROM THE FAA ABOUT THIS EVENT.
