Synopsis

A DC8 WHILE BEING CONTRACT FUELED ROLLED FORWARD STRIKING THE FUEL TRUCK WITH #4 ENG NOSE COWL INCURRING DAMAGE. PARKING BRAKE BLED OFF AFTER BEING SET.

Narrative

AFTER HOLDING FOR OVER 1 HR DUE TO WX; WE DIVERTED TO OUR ALTERNATE DEST. OUR COMPANY HAS NO MAINT FACILITIES AT THE ALTERNATE ARPT; AND UPON LNDG WE WERE INFORMED THAT CONTRACT MAINT WAS NOT ABLE TO SVC OUR TYPE OF ACFT. WE WERE SENT TO A REMOTE PARKING AREA FOR 3 1/2 HRS UNTIL CONTRACT MAINT DECIDED THEY COULD HELP US OUT AFTER ALL. WE WERE THEN CLRED TO ANOTHER AREA OF THE ARPT FOR REFUELING. WE WERE MARSHALLED INTO POS; HOOKED TO UP GND PWR; AND WE ACCOMPLISHED THE SHUTDOWN CHKLIST. WE WERE THEN INFORMED THAT THERE WERE NO CHOCKS AVAILABLE; SO WE LEFT THE PARKING BRAKE ENGAGED AND REMAINED IN OUR SEATS AS THE REFUELING COMMENCED. 10-15 MINS AFTER ENG SHUTDOWN; THE FO NOTICED THE ACFT WAS ROLLING FORWARD AND WE BOTH STEPPED ON THE BRAKES. THE FO ALSO TURNED ON THE AUX HYD PUMP ABOUT THE SAME TIME THE ACFT STOPPED. IT TURNS OUT THE REASON WE STOPPED IS THAT THE #4 ENG IMPACTED THE FUEL TRUCK. SUBSEQUENT INSPECTIONS BY MAINT REVEALED THAT THE PARKING BRAKE SYS WAS NOT WORKING PROPERLY. THIS IS A HIGHLY UNUSUAL SITUATION FOR US; BUT OUR COMPANY PROCS PROBABLY SHOULD BE REVISED SO THAT 1) NO REFUELING IS ATTEMPTED IF CHOCKS ARE NOT AVAILABLE; OR 2) THE AUX HYD PUMP IS RUN CONTINUOUSLY WHILE DOING SO.
