A FALCON 50 DURING A 150-200 HR MAINT CHK HAD THE #1 AND #3 ENGS STARTER DRIVE SPLINE INSPECTION SIGNED OFF AS COMPLETED THOUGH INSPECTION WAS NOT ACCOMPLISHED.

Narrative

THIS ACFT WAS SCHEDULED FOR ROUTINE MAINT TO ACCOMPLISH ENG SOP; 150/200 HR INSPECTIONS; A BASIC INSPECTION; AND A FEW PLT SQUAWKS. THIS WAS SCHEDULED OVER A FEW DAYS. THE DAY BEFORE THE FLT I FOUND A L-HAND FUEL DRAIN LEAK THAT REQUIRED QUICK DEFUEL/XFER TO EMPTY L TANK. THIS WAS ACCOMPLISHED AND RESEAL PARTS WERE ORDERED PRIORITY DUE TO SEVERAL OPEN SCHEDULE DAYS. 24 HR SCHEDULING WAS NOTIFIED OF THE EVENT AND REQUESTED TO 'BLOCK' OUT 2 MORE DAYS TO COMPLETE MAINT. THE NEXT DAY/MORNING; I WAS CALLED TO GET NOTICE FROM CLIENT SCHEDULER THAT THEY HAD PUT A TRIP ON THE ACFT. I REMINDED THEM THAT I HAD REQUESTED THE SCHEDULE BLOCK OUT DAYS; BUT SAID I FELT THE FUEL DRAIN PARTS WOULD/COULD GET SHIPPED DIFFERENTLY TO ACCOMPLISH THE TASK FOR THE FUEL DRAIN LEAK. I CALLED THE PARTS TO BE COUNTER-TO-COUNTER SHIPPED FOR THE EVENING AND ALSO CALLED (LCL SVC CTR) TO OBTAIN THE SEALS AS WELL. I DROVE 4 HRS TO PICK UP SVC CTR PARTS AND RETURNED; INSTALLED LATE THAT PM. THIS IS WHERE I DECIDED I DIDN'T HAVE ENOUGH TIME TO ACCOMPLISH THE STARTER-GENERATOR SPLINE INSPECTIONS AND LOGGED THEM AS DONE. I RAN THE ACFT THE FOLLOWING DAY TO LEAK CHK THE OIL CHANGE/SOP WORK ON THE ENGS. DAY ENDED AT XA00 IN THE MORNING. I CAME TO WORK XG30 TO PREP AND GET THE ACFT ONLINE AT XI00. THIS NEXT FLT STARTED POORLY. DURING THE XJ30 START; THE #3 ENG WAS RPTED 'HUNG START' BY THE CREW. I QUICKLY DEBRIEFED THE CREW. THEY RPTED 'ONLY GETTING 12%...' I ASKED THEM TO START AGAIN WHILE I WATCHED. THIS START WAS NORMAL. I DISCUSS WITH THE CREW TO LOOK WITH ME AT THE ELECTRIC/AMP DRAW; TIME/DURATION OF ACCELERATION TO EVAL THE STARTER GENERATOR PERFORMANCE. AS IT WAS NORMAL I ASK THEM TO STOP ENG AND START AGAIN -- AGAIN NORMAL. IT WAS AGREED TO CONTINUE THE TRIP. NEXT I WENT TO THE OFFICE AND COMPLETED THE PAPERWORK AND LOG ENTRY.
