PLT AND STUDENT OF SMA ON INITIAL CLB FROM RWY 30 AT LGB HAVE NMAC WITH ACFT GOING AROUND FROM APCH TO RWY 25.

Narrative

WAS CLRED ONTO LGB RWY 30 'POS AND HOLD; BE READY FOR AN IMMEDIATE; TFC ON 1 MI FINAL.' EARLIER WE'D REFUSED AN INTXN DEP WANTING TO USE THE FULL LENGTH OF THE RWY AND AVOID ANYONE PLOWING INTO US FROM BEHIND. THE STUDENT TAXIED INTO POS. WE WATCHED ONE ACFT LAND. WE WERE THEN CLRED FOR IMMEDIATE TKOF. THE STUDENT APPLIED PWR IMMEDIATELY. I CHKED BOTH ENDS OF THE XING RWYS AND SAW NO TFC. AFTER ROTATION; ABOUT 25 FT AGL; CLBING AT 1000 FPM; RIGHT BEFORE THE INTXN; I NOTICED A C172 SLIGHTLY ABOVE US AND TO THE R ON FINAL FOR RWY 25L. WE HAD NOWHERE TO GO; EXCEPT HOPE THE OTHER ACFT WAS GOING AROUND AND SPLITTING THE DIFFERENCE BTWN THE GND AND THE OTHER PLANE. I QUICKLY LOST SIGHT OF THE OTHER ACFT AS I HAD TO FORCE MY STUDENT TO DSND AND STAY LOW UNTIL AFTER WE CLRED THE INTXN. BOTH OUR TFC AND TAWS DEVICES ACTIVATED; DROWNING OUT ANY POSSIBLE ATC COMS. AFTER WE WERE WELL CLR OF THE TFC; I ALLOWED THE STUDENT TO CONTINUE HIS CLB. AS WE TURNED ON XWIND; TWR MENTIONED THAT THE OTHER ACFT HAD GONE AROUND; THE SPACING WAS TOO CLOSE TO THE ACFT IN FRONT. WHAT ABOUT TOO CLOSE TO US? I TRY NOT TO HOLD GRUDGES; BUT THIS IS THE THIRD TIME THIS SAME CTLR HAS TRIED SOMETHING SIMILAR ON ME; TWICE WITH THE SAME STUDENT. THIS CTLR IS ALSO THE ONE THAT HAS CHEWED US OUT FOR ASKING FOR PROGRESSIVE TAXI INSTRUCTIONS WHEN WE WERE COMPLETELY CONFUSED ON OUR POS DESPITE HAVING BOTH A MOVING MAP TAXI DIAGRAM ON OUR MFD AND THE TXWY CHART IN OUR HANDS. I'VE REVIEWED THIS OCCURRENCE MULTIPLE TIMES AND STILL HAVE NOT FIGURED OUT HOW TO PREVENT A RECURRENCE. I ENDED UP FILING AN NMAC RPT ON CONVERSATION WITH A TWR SUPVR TODAY AS REGRETTABLY IT SEEMS LIKE THE ONLY WAY TO GET ANY ATTN OR FEEDBACK ON THE PROB.
