PA28 PLT HAS NEAR COLLISION WITH PA38 DURING TKOF ROLL AT SMALL UNCTLED ARPT.
Narrative
PA28 (WARRIOR); PLTED BY THE AUTHOR; TAXIED OUT WITH 1 PERSON ON BOARD FOR A PHOTO SURVEY FLT. A NORMAL CALL WAS MADE FOR BACK-TAXI ON RWY 1 BECAUSE ZZZ HAS NO TXWYS. A SUCCESSFUL BACK-TAXI WAS COMPLETED TO THE RUN-UP AREA AT THE TKOF END OF RWY 1 (BEGINNING END OF TKOF). RUN-UP WAS COMPLETED AND CALL MADE FOR TKOF. BECAUSE THE SURVEY PAX WANTED TO SHOOT PICTURES OF A LOT JUST OFF THE END OF THE RWY; A CALL FOR TKOF INCLUDED THE ALERT THAT THE PA28 WOULD BE CIRCLING OFF THE DEP END OF RWY 1 FOR THE PURPOSE OF SHOOTING PICTURES. THE PA28 WAS TAXIED OUT ONTO THE RWY SURFACE AND THE TKOF ROLL WAS STARTED. AFTER AN ACCELERATION TO APPROX 25 KTS (WELL BELOW ROTATION SPD); THE PA38 APPEARED DIRECTLY OVERHEAD ON A LNDG APCH. THE PA28 PLT (THE AUTHOR) IMMEDIATELY ABORTED THE TKOF AND CALLED 'ABORTED TKOF' ON THE RADIO. THE PA38 DID A NORMAL TOUCH-AND-GO ON RWY 1 AND DEPARTED THE PATTERN. THE PA28 RETURNED TO THE STARTING POINT ON RWY 1 FOR ANOTHER TKOF RUN; BUT ALSO ASKED THE PA38 PLT IF HE HAD MADE NORMAL CALLS IN THE TFC PATTERN. HE RESPONDED THAT HE HAD; AND WAS INITIALLY APOLOGETIC; WHICH LEADS ME TO BELIEVE THAT HE NEVER SAW THE PA28 TAXI OUT FOR TKOF UNDER HIM; LATE ON FINAL APCH. HE MAY HAVE BEEN THAT CLOSE IN; ALTHOUGH THIS IS ONLY A GUESS ON MY PART. UPON FURTHER INSPECTION; THE PA28 PLT (THE AUTHOR) DISCOVERED THAT; DURING THE TAXI-OUT; THE RADIO VOLUME HAD BEEN TURNED DOWN IN ORDER TO HEAR SOMETHING THAT WAS BEING SAID BY THE PAX ABOUT THE COMING SURVEY FLT; BUT IT HAD NOT BEEN RESTORED TO NORMAL VOLUME. ALSO; A PERSON WHO WAS LISTENING TO THE RADIO CALLS ON THE SPEAKER AT THE FBO RPTED THAT THE PA38 PLT HAD REFERRED TO THE ARPT AS 'YYY' INSTEAD OF 'ZZZ;' WHICH MAY HAVE HAD THE EFFECT OF DISCOUNTING THE CALL AS BEING ANOTHER ARPT. VISIBILITY CONDITIONS NEAR THE GND WERE HAZY; BUT WITHIN VFR REQUIREMENTS; WHICH MAY HAVE ALSO CONTRIBUTED TO THE PLT OF THE PA28 BEING UNABLE TO NOTICE THE PA38 IN THE PATTERN. AS THE PLT OF PA28; I BELIEVE THAT MY INATTENTION WAS THE CAUSE OF THIS NEAR MISS. BECAUSE OF FINANCIAL CONCERNS AND MY CURRENT SITUATION OF TRAINING FOR A SUBSTANTIAL CAREER CHANGE; I HAVE BEEN UNDER MORE THAN THE USUAL STRESS DURING THE PAST SEVERAL WEEKS; WHICH MAY BE A PSYCHOLOGICAL FACTOR COULD HAVE HAD THE EFFECT OF REDUCING MY ALERTNESS IN THE AIRPLANE. I HAVE GNDED MYSELF UNTIL MY CAREER CHANGE IS SETTLED.
