LEX CTLR EXPRESSED CONCERN REGARDING THE VARIOUS CONSTRUCTION PROJECTS AT THE ARPT; INCORRECT SIGNAGE; AND OTHER CONTINUING OUTAGES.
Narrative
CONSTRUCTION HAS AFFECTED THE MOVEMENT OF ACFT FOR THE ENTIRE SUMMER OF 2006 AT BLUEGRASS ARPT WITH INCORRECT SIGNAGE; CLOSED TXWYS (RESULTING IN BACK TAXI REQUIREMENT FOR 2 WKS) FOREIGN OBJECT DAMAGE ON THE MOVEMENT AREAS; VEHICLES AND PERSONNEL OPERATING VERY NEAR THE RWY AND TXWYS; OUT OF DATE CHARTS; TOO MANY NOTAMS FOR THE AVERAGE PLT TO INTERPRET WHAT WILL AFFECT HIS FLT AND GENERAL CONFUSION BY THE PLTS OF THE TAXI RTES. ON 4 OCCASIONS SINCE THE RWY WAS REPAVED ON AUG/SAT-SUN/06; THE RWY EDGE LIGHTS HAVE NOT OPERATED AFTER SUNSET. ON ONE OCCASION I WAS WORKING THE TWR LCL POS WHEN 2 AIR TAXIES LANDED ANYWAY. AT THAT TIME THE RWY LIGHTS ON THE W SIDE OF THE RWY WERE OTS LEAVING ONLY 1 SIDE (E SIDE) LIT. THE ARPT AUTHS HAVE BEEN FULLY AWARE OF THE OUTAGES AND CONTINUING PROBS. THE ARPT IS FULLY RESPONSIBLE FOR THE OP OF THE RWY AND TXWY LIGHTS; NOT THE FAA. THEY CONTINUE TO WAIT FOR THEM TO BREAK BEFORE MAKING THE CORRECTIONS THAT WILL ALLEVIATE THE PROB; A RISK NOT WORTH TAKING FOR THE FLYING PUBLIC; BUT MOST TIMES THEY ARE UNAWARE. DISTANCE REMAINING SIGNS HAVE BEEN OTS SINCE THE REPAVE AND ARE A LOW PRIORITY TO REPLACE. BAD NEWS FOR OUR SHORT RWY WHERE EVERY FOOT IS ESSENTIAL. THE ARPT AUTH IS GAMBLING THAT NOTHING WILL HAPPEN. THE FAA IS GAMBLING THAT NOTHING WILL HAPPEN. BUT IT'S DANGEROUS. THIS CARELESSNESS WILL RESULT IN ANOTHER ACCIDENT IF THE ARPT CONTINUES THIS NEGLECT GAMBLING.
