AN A319 FLT CREW RPT DIFFICULTIES WITH MEL PROCS IN DEFERRING #2 GENERATOR PER THE MEL. SPECIAL PROCS REQUIRE TECHNICIAN SKILL THAT CONTRACT TECHNICIAN LACKED.

Narrative

DURING CLBOUT ON INBOUND FLT X NOTED GENERATOR #2 HZ WERE SLIGHTLY OUT OF PARAMETERS AT 411 HZ. CONTACTED MAINT VIA ACARS AND THEY SET UP TO HAVE A MECH LOOK AT THE PLANE IN ZZZZ ON ARR. AT ZZZZ; CONTRACT MECH ARRIVED; PHYSICALLY INSPECTED THE #2 ENG GENERATOR FROM OUTSIDE THE ACFT. MAINT DECIDED THEY WANTED TO DISCONNECT THE #2 IDG AND DEFER IT PER MEL. THE MEL CARD REQUIRED A RATHER EXTENSIVE MAINT PROC INVOLVING RUNNING ENGS; SWITCHING GENERATORS; PULLING CIRCUIT BREAKERS; CHKING CFDS (ACARS COMPUTER DISPLAY UNIT); AND FINALLY DISCONNECTING THE IDG. THE CONTRACT MECH INFORMED US THAT HE WAS NOT QUALIFIED TO DO THE PROC AND THAT WE (THE CAPT AND I) WOULD HAVE TO DO IT. WE BOTH FELT IT WAS NOT SOMETHING WE SHOULD BE DOING AS WE WERE NOT CERTIFIED MECHS AND HAD NOT BEEN PROPERLY TRAINED. AFTER THE CAPT SPOKE WITH MAINT AND THE SYS DUTY MGR; HE AGREED TO DO THE PROC. THE CAPT; THE MECH AND I SPENT ABOUT 25 MINS RUNNING THROUGH THE PROC WHICH WE COMPLETED SUCCESSFULLY. I FEEL THAT PLTS SHOULD NOT BE ASKED TO PERFORM DUTIES OF THIS NATURE. WE ARE NOT CERTIFIED MECHS AND ARE NOT PROPERLY TRAINED. ACR NEEDS TO FIND A MAINT CONTRACTOR IN ZZZZ THAT IS QUALIFIED TO PERFORM MAINT ON OUR ACFT.
