PA28 PLT DURING PRACTICE TOUCH AND GO LNDGS FLIES CLOSE TO TWR AND THIS IS RPTED TO THE CTLING AUTH.
Narrative
I CALLED FLT SVC TO CHK IF THERE WERE ANY NOTAMS IN EFFECT FOR MIFFLINTOWN ARPT (P34). NONE WERE RPTED. I HAVE A LETTER FROM FLT SVC TO PROVE THIS. I DID ABOUT 5 TOUCH AND GOES; ONE GPS APCH THEN WENT MISSED AND THEN ONE MORE TOUCH AND GO AND THEN A LNDG TO A FULL STOP. I PUSHED MY PIPER PA28 BACK INTO THE HANGAR AND THE STATE POLICE SHOWED UP. THEY SAID I WAS UNDER ARREST FOR DISORDERLY CONDUCT. THERE WAS A CELL TWR BEING CONSTRUCTED AND THE WORKERS SAID I CAME TOO CLOSE TO THE TWR. THIS TWR IS LOCATED ON THE TOP OF A RIDGE THAT IS ON THE DOWNWIND LEG OF THE PATTERN WHERE I AM ALREADY LOSING ALT. (SEE MAP WITH THIS RPT.) I WAS FLYING A STANDARD L-HAND PATTERN THAT I HAVE BEEN TEACHING MY STUDENT FOR YEARS AND WHAT IS PUBLISHED. THE CELL COMPANY BUILDING THIS TWR TURNS OUT THAT THEY DID NOT HAVE A BUILDING PERMIT FROM THE TOWNSHIP AND DID NOT HAVE ANY NOTAMS CALLED INTO FLT SVC. I HAVE CHKED THE FAR/AIM BOOK FOR 2007 AND TO THE BEST OF MY ABILITY; I HAVE NOT FOUND ANY REGS THAT HAVE BEEN BROKEN ON MY PART; BUT THE CELL COMPANY HAS MANY INCLUDING IN PART 77.
