Narrative
DEP FROM ZZZ ON IFR FLT PLAN. CLBING THROUGH 3000 FT AND SPEAKING WITH DEP. ADVISED REQUIRED DEV AROUND CLOUDS FOR POSSIBLE ICING; THERE WAS A 10 MI WIDE HOLE UP TO OUR FILED 11000 FT ALT ABOVE AND CLR OF THE LAYERS ALL THE WAY TO ZZZ1. ATC HEARD THIS RADIO CALL. ATTEMPTED SECOND CALL BUT NO RESPONSE EXCEPT FOR A RESPONSE BACK FROM A CHEROKEE IN THE AREA. THIRD CALL REQUIRED A STATEMENT OF THE DEV 30 DEGS TO THE R TO ESCAPE LIGHT ICING IN A CLB ATTITUDE. ATC THEN ADVISED ME TO CALL THEIR MGR UPON ARR AT ZZZ1. I BELIEVED AT THIS POINT THAT ATC WAS NOT HEARING THE RADIO CALLS OR DID NOT FULLY UNDERSTAND HOW IMPERATIVE IT IS TO ESCAPE ICING IMMEDIATELY. YOU DO NOT KEEP YOUR HAND OVER THE FIRE AND JUST WAIT FOR IT TO GET HOTTER BEFORE YOU TAKE IT AWAY. CALLED THE STATION MGR AT THE PHONE NUMBER GIVEN. HE CONCURRED WITH THE TAPES THAT MY RADIO CALLS WERE NEVER RECEIVED. THEREFORE; THEY WERE NOT AWARE OF WHY OUR ACFT CONTINUED TO DEVIATE OFF COURSE; EVEN THOUGH THEY DID RECEIVE THE FIRST CALL. THIS WAS A SITUATION REGARDING SAFETY OF ACFT WITH REF TO CLBING THROUGH ICING CONDITIONS. UPON THE FIRST REQUEST TO ATC TO DIVERT AROUND CLOUDS BECAUSE OF ICING MY ACFT SHOULD HAVE BEEN GIVEN PRIORITY OVER ANY OTHER ACFT IN THE AREA NOT RPTING THIS DEADLY WX PHENOMENON.
