B767-300 DEPARTS WITH INCORRECT WT AND BAL DATA.

Narrative

AT DEP LOAD PLANNING REQUESTED ROWS 20-26 BE BLOCKED DUE TO BEING TAIL HVY. JUST 100 MI PRIOR TO LNDG LOAD PLANNING CALLED AND STATED THAT 2 PALLETS; ONE 8400 LBS AND ONE 1515 LBS; WERE PUT ON THE ACFT AND NOT ACCOUNTED FOR. WE WERE NOW NOSE HVY. I ACARS THE FLT AND THEN MADE A RADIO CALL TO CONFIRM THE INFO WAS RECEIVED. WE WERE CLOSE TO LNDG AND THE AGREEMENT WAS NOT TO LAND UNTIL THE ISSUE WAS RESOLVED. LOAD PLANNING WAS ABLE TO ADJUST THE MANIFEST AND MAKE IT LEGAL. THE TAIL HVY DEP AND THE NOSE HVY LNDG BALANCED. THERE IS A MAJOR MISCOM ON WHAT IS ACTUALLY LOADED ON THE ACFT. THE CAPT CALLED AFTER LNDG. I PATCHED LOAD PLANNING; THE CAPT AND MYSELF AND DISCUSSED THE SITUATION. SUPPLEMENTAL INFO FROM ACN 715990: DISPATCH SENT US A 'NEW' FINAL WT MANIFEST WHICH SHOWED AN INCREASE ZFW OF ABOUT 5100 LBS! SO; WE TOOK OFF USING A 296000 LB CARD WHEN IN FACT WE WERE ABOUT 300000 LBS; WHICH WASN'T A CRITICAL FACTOR; THE NOSE HVY CTR OF GRAVITY WAS THE MOST IMPORTANT FACTOR. THE FO NOTED THE NOSE FELT HVY ON TKOF AND LNDG; THE TRIM ON LNDG WITH FLAPS 30 DEGS WAS 10 UNITS NOSE UP. THIS IS A SERIOUS PROB AND WE HAVE SEEN THIS HAPPEN BEFORE! I RECOMMEND A THOROUGH INVESTIGATION AND RETRAINING WERE REQUIRED INCLUDE INCREASED SUPERVISION.
