A B1900 HAD THE NOSE STEERING DEFERRED AS INOPERATIVE BY AN INBOUND CAPT WHO MADE THE LOG ENTRY. FAILED TO ACCOMPLISH MEL SPECIAL PROCS.

Narrative

AFTER LNDG IN ZZZ; I NOTICED THAT THE NOSEWHEEL STEERING ACTUATOR DID NOT ENGAGE UPON LNDG. WE WERE MANY HRS DELAYED AND THE PAX THAT WERE CONTINUING ON AFTER OUR FLT; WERE DELAYED MANY HRS AS WELL. WHEN I PULLED INTO THE GATE I LET THE CREW THAT WAS TAKING THE PLANE THE REST OF THE WAY KNOW ABOUT THE WRITE-UP. WHILE THE PAX THAT TERMINATED IN ZZZ DEPLANED; I STARTED GETTING MY BELONGINGS TOGETHER AND DEPLANED AFTER THEM. I THEN GOT THE LOGBOOK FROM THE NEXT CAPT WHO FOUND THE MEL NUMBER FOR NOSEWHEEL STEERING AND PROCEED INSIDE TO WRITE UP AND CALL IT IN TO MAINT CTL. WHEN I CALLED IT IN THE MAINT CTLR DID NOT MAKE ANY MENTION OF THE PLANE BEING TAKEN OTS AND GAVE ME THE MEL NUMBER AND A CTL NUMBER. I THEN ASKED FOR DISPATCH WHO SPOKE TO THE NEXT CAPT WHO WAS TAKING THE PLANE AND PEN AND INKED THE MEL ON THE RELEASE AND RELEASED THE ACFT FOR THE NEXT FLT. IN MY HASTE TO GET THE PLANE AND PAX TO THEIR FINAL DEST ON TIME AND ALSO PERHAPS SOME FATIGUE PLAYED A FACTOR SINCE MY DUTY DAY WAS EXTENDED TO 15 HRS I DID NOT NOTICE THAT THE MEL PROC REQUIRED A MAINT PROC AS WELL. IT WAS NOT BROUGHT TO MY ATTN UNTIL THE FOLLOWING MORNING WHEN I RECEIVED A CALL FROM THE CHIEF PLT.
