C172 PLT HAS A CONFLICT WITH ANOTHER ACFT AT BVI.

Narrative

I WAS IN A CESSNA 172RG TAKING A STANDARDIZATION RIDE FOR THE FLT SCHOOL I WORK FOR. I WAS WITH THE CHIEF PLT; WHO IS ALSO AN FAA EXAMINER. WE TOOK OFF FROM RWY 28; AT THE BEAVER COUNTY ARPT AS INSTRUCTED BY ATC. WE WERE TOLD TO MAKE L TFC; WHICH WE DID. WE TURNED XWIND AS NORMAL; THEN BEGAN TO TURN A L DOWNWIND. A MOONEY WAS INSTRUCTED TO FOLLOW THE CESSNA (US) TURNING L DOWNWIND. HE WAS COMING OUT OF THE SW; ON THE VISUAL APCH INTO BEAVER COUNTY ARPT. SOON AFTER THIS INSTRUCTION; THE MOONEY TOOK A DIVE UNDER US. HE OVERTOOK US IN THE PATTERN AND IN DOING SO; THERE WAS ALMOST A MIDAIR COLLISION. WE NEVER SAW HIM; AND HE NEVER SAW US UNTIL THE LAST MIN. HE WAS GIVEN INSTRUCTIONS TO FOLLOW US; BUT SINCE HE NEVER SAW US; HE ENDED UP OVERTAKING US. I AM NOT SURE OF THE REASON WE DIDN'T SEE HIM. IT COULD HAVE SIMPLY BEEN OUR HIGH WINGS BLOCKED OUR VIEW OF HIM. AFTER THE INCIDENT WE GOT TOGETHER WITH THE SUPVR IN THE TWR AND THE PLT OF THE MOONEY CLAIMED TO BE AT 2400 FT WHICH IS ABOVE THE TYPICAL PATTERN ALT. ALSO; ONE OF THE CTLRS SAID HE WAS GOING VERY FAST ON THE VISUAL. THIS IS PARTLY BECAUSE OF THE TAILWIND COMING OUT OF THE W. I FEEL THE INCIDENT WAS NOT OUR FAULT. WE DID EVERYTHING WE WERE INSTRUCTED TO DO BY ATC. WE WERE LOOKING OUTSIDE FOR OTHER TFC; BUT NEVER SAW THE MOONEY. HE WAS INSTRUCTED TO FOLLOW US; BUT HE DIDN'T AND OVERTOOK US. ON THE RADIO HE TOLD ATC THAT HE WAS NOW #1. WE THEN FOLLOWED BEHIND HIM.
