CVG CTLR VOICED CONCERN REGARDING FACILITY STAFFING POLICY.

Narrative

I HAVE WORKED MIDNIGHT SHIFTS WITH TOO MUCH TIME ON POS AT CVG ATCT. OUR MID IS STAFFED WITH 3 AIR TFC CTLRS WHO ARE FACILITY CERTIFIED. THE PROB LIES IN AN ADDITIONAL CERTIFICATION. CIC OR 'CTLR IN CHARGE' ALLOWS A CTLR TO BE IN CHARGE OF THE TWR OR TRACON. PRIOR TO THE FAA IMPOSING ITS OWN WORK RULES WITHOUT OUR RATIFICATION; THESE INDIVIDUALS WERE JUST LIKE SUPVRS WHEN SUPVRS WEREN'T IN THE OP FOR WHATEVER REASON. ALTHOUGH A CIC'S DUTIES ARE VERY DIFFERENT NOW. MGMNT IS AWARE OF THIS ISSUE; BUT HAS NOT DONE ANYTHING TO FIX IT. THEY HAVE 2 POSSIBLE SCENARIOS. ONE IS TO COMBINE THE WHOLE OP TO THE TWR; WHICH IS IN ITSELF UNSAFE; OR TWO; THEY TELL US TO 'DEAL WITH IT.' IN A RECENT ACFT ACCIDENT AT A KY ARPT; THE FAA WILL COMPENSATE RELATIVES OF VICTIMS IN A CRASH MILLIONS OF DOLLARS JUST TO AVOID PAYING A COUPLE THOUSAND DOLLARS IN OVERTIME. HERE; THEY'RE PAYING A COUPLE OF CIC-RATED CTLRS WHAT AMOUNTS TO AN EXTRA HR OF PAY EACH PAY-CHK BECAUSE THEY DON'T WANT TO CERTIFY 1 QUALIFIED PERSON ON A POS. OR THEY'RE SAVING THE OVERTIME TO PAY A CIC-RATED INDIVIDUAL TO COME IN ON A DAY OFF.
