Narrative
DEPARTING MMSD SAN JOSE DEL CABO ARPT WE WERE FLYING THE MENVI 1 DEP FROM RWY 16. AS WE WERE ARCING CCW ON THE 11 MI ARC TO INTERCEPT UJ32 TO CUL THE PAX/ACFT OWNER DIRECTED THE PIC TO FLY NEAR AN AREA ON THE COAST THAT HE WAS DEVELOPING PROPERTY. I POINTED OUT THAT WE WERE ON A DEP CLRNC TO AN AIRWAY AND THAT HE WOULD BE ABLE TO GET A PICTURE OFF THE L SIDE WHEN WE TURNED. HE AGAIN DIRECTED THE CAPT/PIC TO THE AREA FOR PICTURES. WE CONTINUED PAST THE SJD 041 DEG RADIAL TOWARD THE AREA. WHEN THE PAX WAS IN BACK FOR A MOMENT I TOLD THE PIC THAT WE WERE WELL N OF THE TURN POINT AND MINVA AND THAT WE HAD TO TURN BACK ON COURSE. I ADVOCATED GETTING BACK ON COURSE AND AT THE SAME TIME NOT BEING DISRUPTIVE TO THE COCKPIT ENVIRONMENT. I COULD HEAR NO CONFLICTS BUT KNEW THERE WERE DEPS BEHIND US TAKING THE SAME RTE. WHEN THE PAX WAS FINALLY DONE WITH THE PICTURES WE TURNED BACK TO UJ32 ON AN INTERCEPT NE OF MENVI. WE WENT TO ABOUT THE SJD 020 DEG RADIAL BEFORE TURNING BACK. ATC CHANGED THE FREQ AT THIS POINT AND THE NEXT CTLR ASKED WHAT WE WERE DOING. I INDICATED THAT WE WERE CORRECTING BACK TO COURSE. THEY THEN GAVE US DIRECT CUL. AS FAR AS I COULD TELL THERE WERE NO CONFLICTS WITH OTHER DEPS. WHEN THE PAX HAD GONE BACK TO THE CABIN I INDICATED TO THE PIC THIS WAS 'TOTALLY UNSATISFACTORY' AND WE COULD BE VIOLATED FOR THE NAV ERROR. HE TOLD ME WE WOULD TALK ABOUT IT LATER. THE NEXT DAY I CALLED HIM TO TALK ABOUT IT AND HE INDICATED THAT NO ONE TALKS TO HIM THAT WAY. HE DID NOT SEE ANY PROB WITH WHAT HAPPENED AND THAT HE WAS AWARE OF THE TFC AND THERE WERE NO CONFLICTS. I TOLD HIM WE WERE ON A PUBLISHED SID AND THERE WERE OTHER DEPS BEHIND US AND IT WAS NOT UP TO US TO DEVIATE FOR ANY REASON AND THAT HE SHOULD HAVE TOLD THE PAX WHY WE HAD TO STAY ON COURSE. HE DISAGREED WITH MY ASSESSMENT AND SAID HE HAD THE WHOLE THING UNDER CTL AND WANTED TO GIVE THE PAX A CHANCE TO TAKE PICTURES. I ASKED IF HE HAD AN ARRANGEMENT WITH THE PAX TO DO THIS BEFORE TKOF AND HE INDICATED THAT HE DID NOT. I SAID TO HIM THAT HE SHOULD HAVE TOLD THE PAX THAT WE COULD DO IT NEXT TIME WITH COORD FROM ATC. HE CONTINUED TO INDICATE THAT HE DID NOT HAVE A PROB WITH WHAT HAD HAPPENED. I ASK HIM TO CONSIDER TELLING ME WHAT HE HAD IN MIND IN THE FUTURE BEFORE HE DID THINGS LIKE THIS. HE THOUGHT THAT WAS A GOOD IDEA. I WONDER IF THIS IS A CASE OF 2 DIFFERENT BACKGROUNDS CLASHING. I HAVE A MIL CPR AND AIRLINE BACKGROUND AND HE HAS BEEN CPR AND LIGHT ACFT. I DON'T KNOW IF IT IS RESENTMENT OR JUST NOT BEING ABLE TO ADMIT A MISTAKE TO ANOTHER PLT. HE KNOWS THE RULES AND I WONDER IF FLYING IN MEXICO MAKES HIM THINK THERE ARE NO RULES FOR US PLTS. HE MENTIONED THAT FOREIGN ACR X PLTS GET AWAY WITH ALL KINDS OF STUFF. WHEN I POINTED OUT THAT THEY ARE FOREIGN ACR X PLTS IN MEXICO AND THEY PROBABLY DO GET AWAY WITH IT. BUT US PLTS BY THE SAME MEASURE MAY NOT GET AWAY WITH ANYTHING SINCE WE ARE NOT MEXICAN.
