A B767-300 WAS DISPATCHED WITH THE INCORRECT FO'S PITOT HEAT OVERHEAD PANEL. PARTS ORDERING SYS AND PARTS NUMBERING FOUND FAULTY.

Narrative

REMOVED INOP/DAMAGE PANEL FROM ACFT. ORDERED PART NUMBER LISTED 'AS PER IPC REF' FROM MAINT OPS PART NUMBER 311701690. REMARKS: ATA 30 DAY ACTIVITY 4. 01 NOV/XA/06; OVERHEAD PANEL FO PITOT. HEAT LIGHT INOP. PLACARD PER MEL 30-31-05 NEEDS FO PITOT. HEAT CHKS NORMAL. 03 OVERHEAD PANEL AS PER IPC 30-31-01-03. PART ARRIVED AND MANUFACTURER NUMBER STAMPED ON BOTH PARTS VERIFIED IN IPC AS EFFECTIVE FOR SHIP. INSTALLED NEW SERVICEABLE PART. RELEASED ACFT FOR SVC. THE FOLLOWING DAY I WAS MADE AWARE THAT THE PART INSTALLED WAS NOT EFFECTIVE FOR THE ACFT AND WAS SET UP TO BE REPLACED. 01 NOV/XA/06; PER REPLACE PLTS. OVERHEAD MISC ANNUNCIATOR PANEL. PART REPLACED WITHOUT INCIDENT. 02 REPLACED MISC ANNUNCIATOR PANEL PER AMM. UPON FURTHER INVESTIGATION; WE FOUND THAT THERE WERE MULTIPLE ASSEMBLY NUMBERS STAMPED ON THE PART. THE ASSEMBLY NUMBER THAT WAS STAMPED ON BOTH THE REMOVED AND INSTALLED WAS FOR A SUB ASSEMBLY AND NOT FOR THE FINAL ASSEMBLY. MULTIPLE FAILURES EXIST. 1) THE PANEL HAD MULTIPLE ASSEMBLY NUMBERS SHOWING EFFECTIVE FOR SHIP X. 2) PART NUMBER LISTED AS PER IPC NOT EFFECTIVE FOR ACFT X. 03 OVERHEAD PANEL AS PER IPC 30-31-01-03. 3) ASSEMBLY NUMBER WHICH WAS VERIFIED WITH THE IPC; WAS ONLY EFFECTIVE FOR THE FINAL ASSEMBLY. 4) INADEQUATE PARTS ORDERING PROCESS AND SOFTWARE. MANUFACTURER PART NUMBERS ORDERED WITH A SHIP NUMBER SHOULD AUTOMATICALLY HAVE EFFECTIVITY DISPLAYED DURING THE ORDERING PROCESS. THIS PROCESS SHOULD BE DYNAMIC AS TO WHEN THE IPC IS CHANGED; THE CHANGE IS AUTOMATICALLY APPLIED TO THE PARTS ORDERING SOFTWARE. ALSO HAVING MULTIPLE NUMBERS FOR PARTS ORDERING; IE; PART NUMBERS AND MANUFACTURE PART NUMBERS. USE ONE OR THE OTHER; NOT BOTH. IF USING A PART NUMBER ORDERING SYS; THEN GENERATE A SEPARATE PART NUMBER FOR EACH DIFFERENT MANUFACTURER PART NUMBER.
