PHL TWR CTLR EXPRESSED CONCERN REGARDING LCL CTL ALIGNMENTS AND RESPONSIBILITIES DURING SAPR2 PROCS. IE; STAFFING NUMBERS.

Narrative

DURING SIMULTANEOUS APCH TO PARALLEL RWYS (SAPR2) PROC THE LCL W CTLR IS SOLELY RESPONSIBLE FOR THE MAIN ARR (RWY 27L 10500 FT) AND MAIN DEP RWY (RWY 27R 10000 FT) AT ONE OF THE TOP 10 ARPTS IN THE COUNTRY. THIS PROC ALLOWS FOR INADEQUATE WORKLOAD AND TFC DISTRIBUTION. CURRENTLY AT PHL THERE ARE NO PROVISIONS FOR AN ASSISTANT LCL CTLR. UNTIL A SEPARATE LCL CTL POS CAN BE ESTABLISHED OR PROCS TO ALLOW FOR AN ASSISTANT LCL CTLR; THIS PROC SHOULD BE STOPPED FOR SAFETY CONCERNS. TO ADD SPECIFICS TO THE WORKLOAD CONDITIONS OF THE 1 CTLR WORKING THE MAIN ARR AND DEP RWYS; OTHER THAN BASIC 7110.65 (AIR TFC MANUAL) AND CONSTANT COM/VERBIAGE EXCHANGES BTWN ACFT ARE; BUT NOT LIMITED TO: IN ACCORDANCE WITH THE PHL 7110.23 ASSUMES RESPONSIBILITY FOR THE SEPARATION ON CONSECUTIVE IFR RADAR ARRS WITHIN 3 NM. RESPONSIBLE FOR DETERMINING RADAR ACQUISITION OF ALL DEP ACFT FROM RWY 27R. RESPONSIBLE FOR ADVISING DEP SECTORS OF RADAR DATA ABNORMALITIES. RESPONSIBLE FOR ALL RWY XINGS WITH THE GND CTLR (IN WHICH THERE IS MORE THAN ONE) VIA LAND LINE COM. GIVING PLTS APPROPRIATE DEP SEQUENCE; WHICH ALLOW FOR IN-TRAIL DEP RESTRS AND COMPLYING WITH EDCT TIMES IMPLEMENTED BY ZNY. ALL WITH NO ASSISTANCE!
